HomeMy WebLinkAbout1989-11-14 - RESOLUTIONS - ZOND SYSTEMS OAK TREE PERMIT (2)RESOLUTION NO. 89-141 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, EXPRESSING ITS OPPOSITION TO THE CONDITIONAL USE PERMIT CASE NO. 86-453-(5), OAK TREE PERMIT CASE NO. 86-453-(5), THAT WOULD GRANT ZOND SYSTEMS, INC. PERMISSION TO CONSTRUCT AND OPERATE A WIND FARM AT THE COMMUNITY OF GORMAN, TO BE HEARD BEFORE THE LOS ANGELES COUNTY BOARD OF SUPERVISORS ON NOVEMBER 16, 1989 WHEREAS, the region of the Tehachapi Mountains near the community of Gorman, Los Angeles County, provides numerous tangible and intangible benefits to the citizens of the City of Santa Clarita, including but not limited to: 1. the opportunity to participate in the preservation of habitat for sensitive wildlife species, such as the California condor, 2. the opportunity to view exemplary displays of wildflowers native to southern California, WHEREAS, the region of the Tehachapi Mountains near the community of Gorman, has been demonstrated to be extremely sensitive to environmental impact, WHEREAS, this region has been shown to be the habitat of numerous bird, animal and plant species, and in particular is the habitat of the endangered California Condor, WHEREAS, the potential environmental impact of windfarms has not been studied to the satisfaction of experts in the applicable fields of knowledge, WHEREAS, the granting of the Conditional Use Permit and the Oak Tree permit would increase the potential of environmental impact to an unacceptable degree, WHEREAS, the Southern California Edison Company has stated in public comment that it is not willing to purchase the electricity generated from this project, WHEREAS, the granting of the Conditional Use Permit and the Oak Tree Permit would enable the Zond Systems' windfarm to generate electricity, which the Southern California Edison Company would be under obligation to purchase, WHEREAS, the request for the Conditional Use Permit and the Oak Tree Permit has been denied by the Regional Planning Commission of the County of Los Angeles, NOV, THEREFORE, be it resolved that the City Council of the City of Santa Clarita urges the Board of Supervisors of the County of Los Angeles to deny gond Systems' request for a Conditional Use Permit and Oak Tree Permit for the purpose of constructing and operating a wind farm on the subject property. PASSED, APPROVED, AND 14thday,off November. 1989.
