BACKGROUND
John E. Medina
Mr. Alan Royse of the Southern California Gas Company, requested the prohibition
of parking for driveway clearance and improved visibility. The parking
prohibition would prohibit vehicles from parking too close to two Gas Company
driveways located on the south side of 12th Street east of Placerita Canyon
Road. The proposed restrictions will allow vehicles exiting the Gas Company
driveways adequate visibility of approaching vehicles to safely enter traffic.
A copy of the Traffic Engineers report is attached for your information.
RECOMMENDATION
Adopt Resolution No. 90-168 and direct staff to take appropriate measures to
implement the regulations

SUBJECT: 12TH STREET PARKING PROHIBITIONS
REQUEST
Mr. Alan Royse of the Southern California Gas Company, requested that parking
be prohibited along the south side of 12th Street east of Placerita Canyon
Road. (See site vicinity map attached Exhibit "A".)
Concern was expressed for traffic safety as vehicles attempt to exit from Gas
Company driveways onto 12th Street. Sight restriction caused by large trucks
parking adjacent to the Gas Company driveways was cited as the reason for this
concern. See attached Exhibit "C".
An evaluation of traffic and parking conditions has been conducted. Based on
the results of this evaluation, it is recommended that parking be prohibited
on the south side of 12th Street from Placerita Canyon Road to 450' east of
Placerita Canyon Road. See attached Exhibit "B".
CONDITIONS
12th Street is a two-lane street serving a commercial/residential area. The
roadway is approximately 26 feet wide with no improvements on either side.
The Southern California Gas Company is located on the southeast comer. of 12th
Street and Placerita Canyon Road. Vehicles enter and exit the Gas Company
parking area via two driveways on 12th Street. See attached Exhibit "B".
DISCUSSION
There are no accidents on record in the three-year period through March, 1990,
involving traffic exiting either Gas Company driveway. However, in view of
the presence of certain parked vehicles that may. impair visibility for
motorists exiting the Gas Company yard, it is recommended that the suggested
parking restriction be imposed.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
PROHIBITING THE STOPPING OR STANDING
OF VEHICLES ON CERTAIN CITY STREETS
AS DESIGNATED HEREIN
WHEREAS, a request was made to prohibit parking near the
entrance/exit driveways to an established development within the City of Santa
Clarita; and
WHEREAS, it is consistent with normal traffic engineering
practices to establish clearance zones for visibility and maneuverability at
certain driveways and/or intersections; and
WHEREAS, Section 22507 of the Vehicle Code of the State of
California provides for local authorities to prohibit stopping or standing of
vehicles on certain streets or highways, or portions thereof, during all or
certain hours of the day.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does
resolve as follows:
Section 1. That the stopping or standing of vehicles on the
following streets or highways, or portions thereof, shall be prohibited during
all hours of every day:
(1) 12th Street, on the south side, from Placerita Canyon Road
to 450 feet east of Placerita Canyon Road.
Section 2. That the prohibition of stopping, parking or standing
of vehicles as provided herein shall apply when appropriate curb markings or
signs giving adequate notice thereof have been placed as described in Section 1.
Section 3. That staff shall install the necessary curb markings
or signs to effect this Resolution.
