Medina Ms. Annette Gade, Community Library Manager, requested that the traffic engineering staff evaluate the on -street parking conditions in front of the Newhall Branch of the L.A. County Public Library at 22704 West 9th Street. An analysis of the parking demand in the area indicates that the utilization of the potential on -street parking facilities could be improved by restricting a portion of the parking to a maximum time of two hours and by the replacement of a short segment of red curb markings with white curb markings (passenger loading zone). A copy of the engineer's report, including a diagram of the proposed parking restrictions, is attached. Adopt Resolution No. 90-132, authorizing the .installation of parking time limited restrictions and of a passenger loading zone on the south side of 9th Street westerly of Walnut Street. Direct staff to implement appropriate curb markings and/or traffic signs to effect the parking regulations. COUNTY PUBLIC LIBRARY 9TH STREET WEST OF WALNUT STREET REQUEST Ms. Annette Gade, Community Library Manager, requested the installation of a two-hour parking zone in front of the Newhall branch of the L.A. County Public Library at 22704 West 9th Street. RECOMMENDATION It is recommended that a two-hour ,parking time limited zone and a passenger loading zone be established on the south side of 9th Street west of Walnut Street, in front of the library, as shown on the attached Figure 1. CONDITIONS AND DISCUSSION The Newhall branch of the Los Angeles County Public Library is located on the south side of 9th Street abutting and west of Walnut Street (see Figure 1). There is approximately 55 feet of red curb marking in front of the library, and within this red zone there is a "drop -box" for the return of borrowed books. Observations have disclosed that motorists will, on occasion, illegally stop within the red zone to deposit books in the "drop -box." Removal of . the red curb markings and installation of white curb markings adjacent to the "drop -box" would result in legalizing the current activity at this location. The installation of the requested two-hour parking time limited zone would establish a location, in the proximity of the library, whereby on -street parking turnover would be encouraged. Installation of the recommended zones should improve the utilization of the potential on -street parking facilities. There appears to be on -street and off-street parking facilities: in the immediate vicinity sufficient to accommodate any vehicles displaced by the installation of the proposed parking regulations. WHEREAS, a request was made to evaluate the parking conditions on the south side of 9th Street west of Walnut Street; and WHEREAS, a subsequent evaluation consistent with normal traffic engineering practices was conducted; and WHEREAS, such evaluation disclosed that utilization of potential on -street parking facilities could be enhanced; and WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets or highways, or portions thereof, during all or certain hours of the day. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does resolve as follows. Section 1. (1) That the stopping or standing of vehicles for a period of longer than two hours between the hours of 8:00 a.m. and 6:00 p.m. except Saturdays, Sundays and Holidays, shall be prohibited on the south side of 9th Street, from 75 feet west of, to 115 feet west of Walnut Street. (2) That the stopping or standing of vehicles except for the loading or unloading of passengers or for the deposit of books in the library "drop -box" shall be prohibited during all hours of every day on the south side of 9th Street from 35 feet.west of, to 75 feet west of Walnut Street. Section 2. That the prohibition of stopping, parking or standing of vehicles as provided herein shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Section 1. Section 3. That staff shall implement the necessary curb markings or signs to effect this resolution. ATTEST: PASSED, APPROVED AND ADOPTED this day of , 1990.
