(BIA) stating that the South Coast Air Quality Management District and Southern California Association of Governments have adopted a plan with a growth management element, linking transportation and wastewater facilities and the balanced development of housing in order to meet clean air objectives. One of the key elements of .the Plan is a growth management element which links transportation and wastewater facilities and the "balanced" development of jobs and "housing in order to meet clean air objectives. Many of these proposals will intrude upon local government authorities. I n its effort to achieve this,jobs/housing balance, the AQMD will require that by January 1, 1991, county and city governments adopt ordinances .modifying their General Plans. General Plans will then have to reflect jobs/housing.balance ratios and population targets assigned by SCAG/AQMD. The Plan's Conformity Procedures ("Procedures") are another mechanism through which a jobs/housing balance is to be achieved. These Procedures set forth exactly how local governments, sewer districts and transportation agencies are to comply with the Plan's growth management mandates. AQMD and SCAG reserve to themselves the right to review local developments within the South Coast Air Basin. Although the role of SCAG/AQMD is at present only intended to be advisory, the Plan and the Conformity Procedures clearly indicate that SCAG/AQMD intend to become increasingly involved in your local land use decisions. 7 ? .veriv Eoulevcrd An Affiliate of NAHB and the CBIA We feel that the air quality goals .set forth in the Plan can best be achieved by preserving and enhancing existing local government authorities. The SCAG/AQMD-proposed Procedures do not now reflect the above policy, and we believe that further review of the Procedures issue is extremely important. Presently the California Air Resources Board (CARD) is considering whether to hold a public hearing on the Procedures. CARB will schedule a public hearing only if sufficient interest is generated during a soon to be announced public comment period. Attached is a resolution recently approved by the City of Long Beach which notes the severe impact of the Procedures and the need for a public hearing. Similar resolutions have also been approved by.the Cities of Pomona -and Burbank, and the County of Los Angeles. Transmittal of such resolutions to the CARD will put them on notice that local governments must participate in regulatory processes that delete or modify existing authorities.
