BACKGROUND
At the June 6, 1990, CityCouncil Study Session, Council directed staff to
present a report on animal care and control for fiscal year 1989-90.
The City' of Santa Clarita contracts for animal care and control from the Los
Angeles County Department of Animal Care and Control. The Castaic Animal
Shelter located at 31044 N. Charlie Canyon Road, Castaic, provides field
services, animal shelter, and a variety of support services and special programs
(see Exhibit A). Animal care and control services are provided seven days a
week, 24 hours a day by specially trained uniformed animal control officers.
Animal care center kennel hours are Monday through Friday, 10:00 a.m. - 7:00
p.m., Saturday and Sunday, 8:00 a.m. to 5:00 p.m. The Castaic center is staffed
24 hours but is closed on holidays.
Veterinarians and animal health techniciansprovide for health, care and
treatment of all center animals. All animals brought into the center receive a
health check and are inoculated against distemper, hepatitis, leptospirosis,
parainfluenza and parvovirus. Animals are also given rabies inoculations before
placement and before being returned to their owner if a vaccination cannot be
verified.

Through the end of May, 1990, the County of Los Angeles Department of Animal
Care and Control provided several services. The list of .services and charges
are reflected in Exhibit B. A copy of the report of activities from the Castaic
Animal Shelter for the City of Santa Clarita for the month of May is attached
for your review in Exhibit C. Please note that the amount of activities has
increased due to the increase in population of animals. As a result, the amount
of fees collected by the County has increased and the City has been credited
with this amount. It should be noted that as a result of the increase in
licensing, the original estimated net costs of $87,559.08 has been reduced to
$57,578 for fiscal year 1989-90. The $57,578 figure represents 24.4% of the
total animal care and control program costs. This figure does not include the
City's administrative costs to oversee the contract for animal care. Staff
presently receives monthly recaps of animal care operations within the City and
will in the future prepare a monthly report for the City Council's review.
Numerous cities have begun to license cats due to the increase in numbers and
also the increase in cats. contracting rabies. The County Animal Control
estimates this licensing, if established in the City, would bring in
approximately $60-70,000 in additional revenues to the City and help recover the
City's present subsidy of approximately 25%.
RECOMMENDATION
That the City Council receive this report and consider the option to establish a
mandatory cat licensing/registration fee which will provide an estimated
$60-70,000 revenue. This will allow the City to reduce the subsidy level
presently of approximately 25%.

FIELD SERVICES
1. The Los Angeles County Department of Animal Care and Control has
been providing quality Animal Care and Control services for more
than 50 years. County Animal Care and Control services are provided
7 days a week, 24 hours a day by specially trained, uniformed Animal
Control Officers.
2. Vehicles are equipped with radios to allow field officers con-
stant communication with District Offices. This is especially
important'for obtaining licensing and vaccination information,
reporting potential problem situations and requesting special equip-
ment including tranquilizer equipment., animal trailers, etc.
3. The department enforces state and County Ordinances including
dog licensing, rabies vaccinations, abandonment, dogs in.open vehi-
cles, humane treatment of animals including proper shelter, food and
water, and leash law. These are only a few of the State and County
laws protecting animals.
4. Cruelty Investigators are assigned to each County Animal care
Center and are specially trained in the investigation of abuse or
neglect reports/complaints to insure compliance with State and local
ordinances relative to the humane care of all animals within our
jurisdiction.
S. Stray dog.patrolling is a routine function of this department's
daily field work. When an animal is found running loose in the
field, every effort is made to contact the owner. When the owner is
located, the pet. is returned and a citation can be issued. If the
owner cannot be found, the animal is impounded. Although, most
stray dog patrolling is from dawn to dusk, schedules are adjusted to
investigate recurring stray dog reports.
6. Field services available to city residents include pick up of-
owner- surrendered
fowner-surrendered animals and pick up of dead animals for a. small
service fee.
7. Emergency veterinary services are available on a 24 hour basis.
Any stray, injured animal picked up in the field.is immediately
transported to the closest veterinarian for treatment.
8. Wild animal traps are available to residents through the
department's wildlife trap and relocation program. Persons can
borrow traps from any County Animal Care Center for a $5.00 deposit.
Persons are instructed in the. proper usage of the trap and are
instructed to call.the department when the animal has been trapped
for relocation by a specially trained -Animal Control Officer.

2. Animal Care Center Hours

3. Each Center's kennel area is sectioned into specific areas
including: available animals, stray male dogs, stray female dogs,
observation, hospital area, cat room. In addition, each Center has
facilities to house livestock and for holding small wild animals.
4. Veterinarians. and Animal Health Technicians provide for the
health, care and treatment of all Center animals.
S. All animals brought into any County Animal Cara Center receive a
health check, and are inoculated against Distemper, Hepatitis,
Leptospirosis, Parainfluenza, and Parvovirus: Animals are also
given rabies inoculations before placement and before being returned
to their owner if vaccination cannot be verified.
6. Euthanasia is performed by sodium pentobarbital injection by
certified Animal Health Technicians; Veterinarians, and in rare
cases, by staff who have also been certified to perform euthanasia.
7. Volunteers assist at each Center in many different areas, in-
cluding helping to reunite owners with their pets, assisting poten-
tial new pet owners ,in selecting the right pet for them,. grooming
and exercising the animals and fund raising.
8. Each Center has many animals of all shapes. and sizes just wait-
ing to be adopted into a loving home. Adoption fees are:
Dogs - $43.65 (over 4 months of age)
Puppies - $44.65 (under 4 months of age)
Cats/Kittens - $23.63

8. Adoption fees include the state mandated spay/neuter fee, ini-
tial vaccinations, 15 -day free follow-up health care, a

1. The County operates five low-cost spay/neuter clinics in Downey
(213) 940-8870, Carson (213) 327-4021, Baldwin Park (818) 960-2841,
Lancaster (805) 945-8379 and Agoura Hills (818) 991-0075. The sixth
Center, Castaic, has a special pilot program with local veterinar-
ians to provide spaying and neutering services at their clinics

Licensing Program (continued)
d. Veterinary Licensing Program provides pet owners with
additional locations to obtain the required dog license.
More than 90 veterinarians currently contract with this
department to make available County dog licenses at
their clinics.
e. City Hall Licensing Program provides city residents with
a local site to obtain the required dog license. City
Hall staff is provided with all necessary information
and supplies.
f. License Canvass Teams are available to canvass cities
door-to-door to update licensing information and
enforce licensing requirements.
The Pet Mobile Program provides a free transportation service
to pets belonging to senior citizens and disabled persons for
spaying and neutering. Pets are picked up at their homes,
taken to one of the County's five spay/neuter clinics to be
altered and returned to their owner the following day. The
only cost to the pet owner is the low spay/neuter fee.
Low Cost Vaccination Clinics are provided at strategic
locations throughout the County. More than 35 vaccination
clinics are held yearly with the cooperation of the Southern
California veterinary Medical Association and local
community groups sponsoring the clinics. Clinic fees are
$3.00 for rabies vaccinations and $8.00 for 6 in 1
vaccinations. County dog licenses are also available at
each clinic.
5. Rabies Enforcement Program requires every veterinarian
within Los Angeles County to provide this Department with
a copy of all rabies vaccination certificates. These
certificates are entered into computers and become a part
of.our permanent database.
6. Emergency Window -Decals are available to pet owners for
$1.00 charge. These decals provide pet owners with an
additional sense of'security in case of an emergency.

7. Yearly Inspection and Licensing of all.Dog Kennels, Cat
Kennels, Pet Shops, Grooming Parlors, Wild Animal
menageries and Special.Permits.
S. Backyard Breeder Permits. Requires any person; except a
person possessing a'valid kennel license, who breeds
animals for pay or other compensation, to obtain an.animal
breeding permit in the amount of $100.00. Each permit
shall authorize the whelping of no more than one litter
per female dog in any twelve month period and no more
than one litter per domestic household in any twelve•_
month period.
9. Ongoing specialized training is a critical part of Animal
care and Control. Training is provided on a continual
basis for all County Animal Care and Control employees.
10. Volunteer Programs. The Department is extremely proud
of its extensive volunteer programs.
a) .Center Volunteers assist in helping reunite pet
owners with their pets, helping in proper pet
selection, grooming, exercising and fund raising.
r-. b) Reserve Animal Control Officer Program utilizes
specially trained, uniformed, volunteers in the
field. These Reserve Officers perform a wide
variety of duties and are required to provide at
least 20 hours monthly.
c) Emergency Volunteer Rescue Teams volunteers receive
ongoing training and are on an "on Call" basis to
help in emergency situations, disasters, etc. They
offer equipment support such as trailers and livestock
housing as necessary.
11. Public Education'Program. The Department's extensive public
education program includes, but is not limited to, the
following:

The Department of Ardma1 Care and Control offers for your Consideration the following
ti
Programs:
1. Enforcement
The responsibility for keeping pets home lies with the pet owners. It is the
po].ioy of the Department to not put the burden upon -the City and cause them to
pay unnecessary boarding fees on an animal that may not be redeemed by its owner
or subject the animal to impoundment. Therefore, when a pet is loose every
effort is made to locate the owner. When the owner is located, the pet is returned
and a citation is issued to the owner. If the owner cannot be found the animal
will, be impounded. Although, most of our enfdreement is from dawn to dusk, we
have twenty-four hour a day, seven day a week emergency service and can arrange
later patrols.
During this year the Department has geared its policy toward personalizing -its
service in the cities. That is, we will gear our progran to fit the needs of a
City.
2. shelter service
The Depart'ment's shelter service for receiving animals is provided on a twenty-
four hour a day, seven day a week basis. Our kennels are open to the public
Monday through Friday from 10:00 a.m.. to 7:00 p.m, and on Saturday and Sunday
from 8*00 a.m, to 5:00 p.m, to accommodate the needs of the working people who
are either looking for their lost pet or wish to purchase a new pet.
3. Private Veterinary Care
Upon impcundmeut all injured stray. animals are immediately transported to a
Veterinarian for care.
4. Shelter Veterinary Care
Additionally, a County Veterinarian comes to each of cur Centers and attends to
the animals daily.
S. Animal Health Technicians
There is an Animal Health Technician on the premises full time seven days a week
and five evenings a week to continue to treat and care for each animal at the
facility, to insure proper diets and to maintain feeding schedules.
6. Inoculations
Each dog receives a canine distemper/kennel cough shot and each cat receives a
distemper/rhinotracheitis shot upon impoundment. Each dog that is sold Is given
a rabies vaccination prior to its release by one.of tha County Veterinarians.
Those dogs being returned to their owner are also vaccinated or verified as to
the validity of the vaccination.
7. Euthanasia
The Department of Animal Care and Control was the first agency to initiate the
humane method of euthanasia by injection of Sodium Pentobarbital by licensed,
qualified Animal Health Technicians.
8. Humane investigators
We have assigned a humane investigator to each of our Centers to investigate
complaints of +^w+==a treatment and to insure compliance with State and local
ordinances and statutes, relative to humane care of all animals within our
jurisdiction.

S. Volunteer Program
Each shelter is staffed with Volunteers to re -unite lost pets with their owners
and place animals in proper.homes, They also groom and exercise the dogs.

Additionally, the County has initiated a program for senior citizens and those
With Medi -Cal cards that would further reduce the cost of the spay/neuter
operation to one-half of the above prices. The cities may, if they wish,
finance a similar program through the County Clinics servicing their area.
11. Education Program
The County has an effective public education program which is geared to fit the
needs of the City or the area. It consists but is. not limited to educational
literature, block parties in neighborhoods, slide presentations to school children
as well as talks to service clubs and newspaper articles.
Additionally, a citizens group to work with the City and the Department on
animal problems can be established.
12. Licensing
All dogs over four (4) months of age are required to be vaccinated with anti-
rabies vaccine and licensed. Our Department has converted to a computerized
licensing system which enables all citizens to license their pet by mail, through
a door-to-door canvass. or at our shelters.
13. Kennel Investigations
On a yearly basis all kennels are inspected prior to the re -issuance of permits
and licenses.
