The item was pulled by the Mayor, and at her request, all references to the licensing of cats has been removed. The City of Santa Clarita contracts for animal care and control from the Los Angeles County Department of Animal Care and Control. The Castaic Animal Shelter located at 31044 N. Charlie Canyon Road, Castaic, provides field services, animal shelter, and a variety of support services and special programs (see Exhibit A). Animal care and control services .are provided seven days a week, 24 hours a day by specially trained uniformed animal control officers. Animal care center kennel hours are Monday through Friday, 10:00 a.m. - 7:00 p.m., Saturday and Sunday, 8:00 a.m. to 5:00 p.m. The Castaic center is staffed 24 hours but is closed on holidays. Veterinarians and animal health technicians provide for health, care and treatment of all center animals. All animals brought into the center receive a health check and are inoculated against distemper, hepatitis, leptospirosis, parainfluenza and parvovirus. Animals are also given rabies inoculations before placement and before being returned to their owner if a vaccination cannot be verified. Each center has animals of all shapes and sizes just waiting to be adopted. Adoption fees are: dogs $43.65 over 4 months of age; puppies $44.65 under 4 months of age; cats/kittens $23.63. The County provides the following support and special programs (see Exhibit A): 1. Spay/neuter services 2. Licensing program 3. Pet mobile program 4. Low cost vaccination clinics 5. Rabies enforcement program 6. Emergency window decal program 7. Yearly inspection and licensing of all animals 8. Backyard breeder permits 9. Ongoing specialized training 10. Administrative services 0 Through the end of May, 1990, the County of Los Angeles Department of Animal Care and Control provided several services. The list of services and charges are reflected in Exhibit B. A copy of the report of activities from the Castaic Animal Shelter for the City of Santa Clarita for the month of May is attached for your review in Exhibit C. Please note that the amount of activities has increased due to the increase in population of animals. As a result, the amount of fees collected by the County has increased and the City has been credited with this amount. It should be noted that as a result of the increase in licensing, the original estimated net costs of $87,559.08 has been reduced to $57,578 for fiscal year 1989-90. The $57,578 figure represents 24.4% of the total animal care and control program costs. This figure does not include the City's administrative costs to oversee the contract for animal care. Staff presently receives monthly recaps of animal care operations within the City and will in the future prepare a monthly report for the City Council's review. The Los Angeles County Department of Animal Care and Control has been providing quality Animal Care and Control services for more than 50 years. County Animal Care and Control services are provided 7 days a week, 24 hours a day by specially trained, uniformed Animal control Officers. 2. Vehicles are equipped with radios to allow field officers con- stant communication with District Offices. This is especially important'for obtaining licensing and vaccination information, reporting potential problem situations and requesting special equip- ment including tranquilizer equipment., animal trailers, etc. 3. The department enforces State and County Ordinances including dog licensing, rabies vaccinations, abandonment, dogs in open vehi- cles, humane treatment of animals including proper shelter, food and water, and leash. law. 'these are only a few of the State and County laws protecting animals. 4. Cruelty Investigators are assigned to each County Animal Care Center and are specially trained in the investigation of abuse or neglect reports/complaints to insure compliance with State and local �.• ordinances relative to the humane care of all animals within our jurisdiction. 5. Stray dog. patrolling is a routine function of this department's daily field work. When an animal is found running loose in the field, every effort is made to contact the owner. When the owner is located, the pet, is returned and a citation can be issued. If the owner cannot be found, the animal is impounded. Although, most stray dog patrolling is from dawn to dusk, schedules are adjusted to investigate recurring stray dog reports. 6. Field services available to city residents include pick up of owner -surrendered animals and pick up of dead animals for a small service fee. 7.Emergency veterinary services are available on a 24 hour basis. Any stray, injured animal, picked up in the field. is immediately transported to the closest veterinarian for treatment. S. Wild animal traps 'are available to residents through the department's wildlife trap and relocation program. Persons can borrow traps from any County Animal Care Center for a $5.00 deposit. Each Center's kennel area is sectioned into specific areas including; available animals, stray male, dogs, stray female dogs, observation, hospital area, cat room. In addition, each Center has facilities to house livestock and for holding small wild animals. 4. Veterinarians and Animal Health Technicians provide f or the health, care'and treatment of all Center animals. 5. Euthanasia is performed by sodium pentobarbital injection by. certified Animal Health Technicians, Veterinarians, and in rare cases, by staff who have also been certified to perform euthanasia. 7. volunteers assist at each Center in many different areas, in- cluding helping to reunite owners with their pets, assisting poten- tial new pet owners in selecting the right pet for. them, grooming and exercising the animals and fund raising.. 8. Each Center has many animals of all shapes. and sizes just wait- ing to be adopted into a loving home. The.sixth Center, Castaic, has a special pilot program with local veterinar- ians to provide spaying and neutering services at their clinics utilizing County spay/neuter fees. Licensing Program (continued) d. veterinary Licensing Program provides pet owners with additional locations to obtain the required dog license. More than 90 veterinarians currently contract with this department to make available County dog licenses at their clinics. e. City Hall Licensing Program provides city residents with a local site to obtain the required dog license. City Hail staff is provided with all necessary information and supplies. f. License Canvass Teams are available to canvass cities door-to-door to update licensing information and enforce licensing requirements. 3. The Pet Mobile Program provides a free transportation service to pets belonging to senior citizens and disabled persons for spaying and neutering. Pets are picked up.at their homes, taken to one of the County's five.spay/neuter clinics to be altered and returned to their owner the following day. The only cost to the pet owner is the low spay/neuter.fee. A. Low cost vaccination Clinics are provided at strategic locations throughout the County. More than 35 vaccination clinics are held yearly with the cooperation of the Southern California veterinary Medical Association and local community groups sponsoring the clinics. Clinic fees are $3.00 for rabies vaccinations and. $8.00 for 6 in 1 vaccinations. County dog licenses are also available at each clinic. 5. Rabies Enforcement Program requires every veterinarian within Los Angeles County to provide this Department with a copy of all rabies vaccination certificates. These certificates are entered into computers and become a part of our permanent database. 6. Emergency window -Decals are available to pet owners for a $1.00 charge. These decals provide pet owners.with an additional sense of'security in case of an emergency. They allow space to indicate the number and type of animals in the house and emergency phone numbers. Yearly Inspection and Licensing of all Dog Kennels, Cat Kennels, Pet Shops, Grooming Parlors, Wild Animal Menageries and Special Permits. 8. Backyard Breeder Permits. Requires any person, except a person possessing a valid kennel license, who breeds animals for pay or other compensation, to obtain an animal breeding permit in the amount of $100.00. Each permit shall authorize the whelping of no more than one litter per female dog in any twelve month period and no more than one litter per domestic household in any twelve month period. 9. Ongoing specialized training is a critical part of Animal Care and Control. Training is provided on a continual basis for all County Animal Care and Control employees. 10. Volunteer Programs. The Department is extremely proud of its extensive volunteer programs. a) Center Volunteers assist in helping reunite pet owners with their pets, helping in proper pet selection, grooming, exercising and fund raising. b) Reserve Animal Control Officer Program utilizes specially trained, uniformed, volunteers in the field. These Reserve Officers perform a wide variety of duties and are required to provide at least 20 hours monthly. c) Emergency Volunteer Rescue 'teams volunteers receive ongoing training and are on an "On Call' basis to help in emergency situations, disasters, etc. They offer equipment support such as trailers and livestock housing as necessary. 11. Public Education Program. Enforcement The responsibility for keep:kng pets home lies with the pet owners. It is the Policy of the Department to not put the burden upon the City and cause them to pay unnecessary boarding fees on an animal that may not be redeemed by its owner or subject the animal to impoundment. Therefore, when a pet is loose every effort is made to locate the owner. When the owner is located, the pet is returned and a citation is issued to the owner. If the owner cannot be found the animal will be impounded. Although, most of our enforcement is from dawn to dusk, we have twenty-four hour a day, seven day a week emergency service and can arrange later patrols. During this year the Department has geared its policy toward personalizing its service in the cities. That is, we will gear our progz= to fit the needs of a City. 2. Shelter Service The Department'* shelter service for receiving animals is provided an a twenty. four hour a day, seven day a weak basis. our kennels are open to the public Monday through Friday from 10:00 a.m. to 7:00 p.m. and on Saturday and Sunday from 8:00 a.m. to 5:00 p.m. to accommodate the needs of the working people who are either looking for their lost pet or wish to purchase a new pet. 3. Animal Health TechMciann There is an Animal Health Technician on the premises full time seven days a week and five evenings a week to continue to treat and care for each animal at the facility, to insure proper diets and to maintain feeding schedules. 6. X11gcula g s Each dog receives a canine distemper/ktnnel cough shot and each oat receives a distemper/rhinotracheitis shot upon impoundment. Hach dog that is sold is given a rabies vaccination prior to its release by one of tha County Veterinnarians. Those dogs being returned to their owner are also vaccinated or verified as to the validity of the vaccgnation. 7. �_ The Department of Animal Care and Control was the first agency to initiate the humane method of euthanasia by injection of Sodium Pentobarbital by licensed, qualified Animal Health Technicians. 8.
