Harris CONSENT CALENDAR DATE: August 14, 1990 SUBJECT: Annexat}on No..11990-03, Resolution of Application Resolution No. 90-134 DEPARTMENT: Community Development BACKGROUND The proposal is for a "Resolution of Application" to be adopted by the City Council for Annexation No. 1990-03. The resolution constitutes a formal request to the Local Agency.Formation Commission (LAFCO) that it initiate annexation proceedings, and sets forth applicable Government Code sections, reasons for the annexation, exhibits identifying the site, and other required information. Annexation No. 1990-03 is a proposal to annex approximately 128 acres of inhabited land to the City of Santa Clarita. The area is generally rural residential in character with an estimated population of 109 residing in approximately 35 dwelling units. The site is located in the Sand Canyon area, east of the existing city limits, south of the Southern Pacific Railroad, east & south of Oak Springs Canyon Road, west & south of proposed Annexation 1988-02, west of proposed Annexation 1989-04, and north & east of Annexation 1989-03. (See attached map.) Annexation is requested by the property owners within the area, who cite a desire for City services and local government permit processing. There are no known' persons or organizations opposed to this proposal, and the annexation is supported by a majority of area residents. The City also seeks annexation of the property to .avoid creating a "County island" within the City's corporate limits. Adopt and approve the Resolution of Application for Annexation No. 1990-03, and direct staff to transmit the resolution, application and appropriate fees to the Executive Officer of the LAFCO. Resolution No. 90-134 Exhibit A - Legal Description Exhibit B - Map Adopted: 4 Ld Agenda Item: &, RESOLUTION NO. 90-134 A RESOLUTION OF APPLICATION BY THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION OF LOS ANGELES COUNTY TARE PROCEEDINGS FOR THE PROPOSED ANNEXATION OF CERTAIN INHABITED TERRITORY DESIGNATED AS "ANNEXATION NO. 1990-03" TO THE CITY OF SANTA CLARITA WHEREAS, the City of.Santa Clarita desires to initiate proceedings pursuant to the Cortese -Knox Local Government Reorganization Act (Revised 1987), Division 3, commencing with Section 56000 of the California Government Code, for annexation; and WHEREAS, the territory proposed to be annexed is inhabited, and a description of the boundaries is set forth in Exhibit A and a map of the boundaries is set forth in Exhibit B, attached and by this reference incorporated; and WHEREAS, the short form designation of the proposal is Annexation No. 1990-03; and WHEREAS, this proposal is inconsistent with the City of Santa Clarita's Sphere of Influence as designated by the Local Agency Formation Commission on November 15, 1989, and would require amending thereof pursuant to this proposal; and WHEREAS, it is desired to provide that the proposed annexation be subject to the following terms and conditions: No terms or conditions are requested by the City or the property owners at this time; and WHEREAS, the reasons for this proposed annexation are to respond to the property owners' request for city services and local government oversight, to expand and square up the City's boundaries, and to promote sound planning and land use practices in the affected territory; and WHEREAS, the City Council of the City of Santa Clarita has considered all evidence, oral and documentary, and is advised of the foregoing. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita, California, does hereby determine and find as follows: SECTION 1. This Resolution of Application is hereby adopted by the City Council, and.the Local Agency Formation Commission of the County of Los Angeles is hereby requested to take proceedings for the annexation of that 0 Page 2 territory described in Exhibit A and mapped in Exhibit B, which Exhibits are incorporated by this reference, according to the terms and conditions stated above, and in the -manner provided by the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1987). SECTION 2. The City Council hereby directs and authorizes the City Clerk of the City of Santa Clarita to forward a certified copy of this resolution with applicable fees as required by Section 56383 of the Government Code to the Executive Officer of the Local Agency Formation Commission of Los Angeles County. SECTION 3. The City Clerk shall certify to the adoption of this resolution and certify this record to be a full, true, correct copy of the action taken. PASSED, APPROVED AND ADOPTED this day of 1990.
