650 TO PARTICIPATE IN THE ANTELOPE VALLEY
COMMUTE MANAGEMENT PROGRAM
At their June 12, 1990 meeting the Council approved staff recommendations to:
1) approve in concept the CTS" Commute Management Program Proposal, and 2)
direct staff to seek funding from the private sector and report back to the
Council. Attached is the June 12 staff report.
Staff sought private sector funding for two reasons. First, this program will
benefit Valley employers and assist them in meeting Regulation 15 requirements
as mandated by the SCAQMD and second, although this program is Proposition A
eligible, the City's current allocation levels of Prop A funds have been
completely budgeted to implement new transit services.
The Valencia Business Association and the Joint Chamber of Commerce
Transportation. Committee have both been approached relative to funding. As of
this date, the private sector has indicated that their budgets are set and have
not offered financial assistance. Staff believes this program to -be valuable to
all Santa Clarita residents and requests funds to be transferred from the
General .Fund Unallocated Reserve to pay for the program this year. Staff is
working on two possible sources of future Proposition A funds to pay for this
program; however, a financial commitment is now being required -of the City so
the program may go forward. These two possible sources are: 1) more Prop A
funding based on the LACTC's acceptance of evidence showing a City's population
is nearly 20,000 higher than current LACTC estimate, and 2) a successful
application of a new-LACTC extension program.
The cost of Commuter Transportation Services' (CTS) program proposal has been
cut by over half the original amount, from $35,800 to $15,650. This -is due to
CTS's decision to permanently fund the Account Executive position rather than
ask the participating agencies to pay for the position.
The main thrust of CTS's program proposal is to reduce the number of vehicles
commuting on the Antelope Valley Freeway and Interstate 5 (between the Kern
County line and the I-5 and 14 Junction). This would be accomplished by having
the Account Executive implement a marketing program dedicated to promoting car
and van pooling and related commuter services. The Account Executive would
assist residents, businesses, developers and realtors, and the Chambers of
Commerce in the creation transportation management associations and assist in
providing ride -matching services. The requested funds are primarily for
marketing cost associated with specific programs developed jointly by the
participating local agencies. The cities of Lancaster and Palmdale have already

A new draft agreement is attached for the Council's consideration. It has been
reviewed by the City Attorney's Office, and their comments have been forwarded
to CTS to be included in the final agreement. When this document is ready and
if funding is .approved, staff will present the final agreement to Council for
its final approval.
Approve the transfer of $15,650 from the General Fund Unallocated Reserve
Account Number 01-4101-290, to the Transit Operations' Professional Services
Account Number 18-6800-230.

BACKGROUND
Commuter Transportation Services, Inc. (CTS), has proposed to the Cities of
Lancaster, Palmdale and Santa Clarita a program to promote and help organize
ridesharing and vanpools. CTS is a non-profit company organized and operated
for the purpose of promoting ridesharing and vanpooling, increasing use of
transit and increasing participation in variable work hour programs,
telecommuting and other trip reduction programs.
The main thrust of CTS's proposal is to reduce the number of vehicles commuting
on the Antelope Valley Freeway and Interstate 5, (between the Kern County line
and the I-5 and 14 Junction). This could be accomplished by providing a
full-time person and implementing a marketing program, both dedicated to
promoting and assisting residents, businesses, developers, realtors and the
Chamber of Commerce in the creation and operation of vanpools Attached is CTS's
proposal.
The cost of this proposal to the three cities is estimated to be $107,400 or
$35,000 per city. Attachment I provides a cost breakdown. Additionally, the
proposal requires that one of the three cities provide office space, equipment
and access to clerical support. City Staff will investigate donations of
possible office space within the Santa Clarita Valley. City staffs Jor both
Lancaster and Palmdale are working with their 'respective City Councils to
approve and fund CTS's proposal.
This program can be an important element of addressing the City's and region's
traffic problems. Staff recommends support of this program.
All Proposition A funds for this year are programmed for the Transit Plan
recently approved by the Council; consequently, staff recommends pursuing
financial assistance from the private sector to fund this important program.
RECOMMENDATION
1. Approve in concept the CTS proposal
2. Direct staff to seek funding from the private sector and report back to
the Council.
