SUBJECT: Resolution Approving Application for Bicycle Funds Under SB 821

BACKGROUND
The Los Angeles County Transportation Commission (LACTC) has invited the City to
apply for bicycle and pedestrian facilities funding available under Article 3 of
the Transportation Development Act (SB 821). This year, $2,524,200 is available
to local jurisdictions according to their population. The City of Santa Clarita
has been allocated a total of $34,884 based on our current population. In
addition, approximately $1,748,092 will be allocated on a competitive� basis to
projects of regional significance.
Local apportionment TDA Article 3 funds may be used for the following activities
related to pedestrian and bicycle facilities:. ,
- Preliminary engineering leading to construction.
Right of way acquisition.
Construction and re -construction
Repair and maintenance (off-street bikeways only).
Purchase and installation of features, such as bike parking
racks, benches, drinking fountains, and changing rooms, which are.
accessible to the general public.
The City Council has previously reviewed and adopted the Los Angeles County
Master Plan for Regional Bikeways and Trails. The City Council has also adopted
a three-year plan to construct a core trail system within the City of Santa
Clarita. Staff is recommending that funds received under Article 3 of SB 821 be
applied to our first year construction program for the South Fork Trail, a
three-mile segment, which will run from Lyons Avenue to Magic'Mountain Parkway,
along the flood control levee maintenance road bordering the south fork of the
Santa Clara river. Two resolutions have been attached to the agenda report for
the Council's consideration. The first resolution authorizes application for,
receipt of the local apportionment funds for bikeways. The second resolution is
a maintenance agreement which provides that the City will cause any trail or
bikeway constructed with SB 821 funds to be maintained in a safe condition.

This would require the provision of regular sweeping services and the repair
and/or replacement of damaged or illegible signs associated with the bikeway
facilities. Staff is proposing to provide sweeping services through the County
of Los Angeles, under a contract agreement. The. County estimates that the
per -mile cost of sweeping services is $2,000 per year.
It is recommended that the City Council approve Resolution No. 90-193,
authorizing application for bikeway funds, and Resolution No. 90-194, for
provision of maintenance services, and authorize the Mayor and the City Clerk to
execute the agreements.

OF THE CITY OF SANTA CLARITA, CALIFORNIA,
APPROVING THE APPLICATION FOR BICYCLE AND/OR PEDESTRIAN FUNDS
UNDER SB 821 AND APPROVING THE ADOPTION OF ITS'.
BICYCLE AND/OR PEDESTRIAN PLAN
WHEREAS, SB 821 provides that two percent of each county's total local
transportation fund be annually set aside and used to fund the development of
bicycle and pedestrian facilities; and
WHEREAS, the City of Santa Clarita desires to construct the master
bikeway system within their City utilizing the funds available under SB 821,
and
BE IT FURTHER RESOLVED THAT the City Council of the City of Santa
Clarita does resolve as follows:
1. To adopt the Bikeway System in conformance with the specifications
of Caltrans' Planning and Design Criteria for Bikeways in
California and theRegionalTransportation Plan;
2. To authorize Director of Parks and Recreation as the City's
authorized signature and designated contact person;
3. To apply for all funds available to the City of Santa Clarita
allocated for Bikeways and Pedestrian facilities (SB 821).

RESOLUTION NO. 90-194
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
AGREEING TO MAINTAIN THE SOUTH FORK TRAIL BIKEWAY
WHEREAS, SB 821 provides that two percent of each county's, total local
Transportation Fund be annually set aside and used to fund the development of
bicycle and pedestrian facilities; and
WHEREAS, the City of Santa Clarita has requested allocation of SB 821
funds for construction of the South Fork Trail Bikeway along the South Fork of
the Santa Clara River between Lyons Avenue and Magic Mountain Parkway (project
limits); and
WHEREAS, the Los Angeles County Transportation Commission will. not
approve the City's request unless the City agrees to maintain the above-named
bikeway facility; and
WHEREAS, the City wishes to agree to maintain the above-named facility.
NOV, THEREFORE, BE IT RESOLVED THAT the City Council of the City of
Santa Clarita does resolve as follows, contingent upon approval of the City's
allocation request:
1. To maintain, or cause to be maintained in safe condition, all
facilities whose construction is wholly or partially funded by the
requested allocation mentioned above;
2. To provide regular sweeping of the above-named bikeway facility;
3. To repair and replace all damaged or illegible signs associated
with the above-named bikeway facility.
