939 COMPLIANCEJADDITIONAL STUDY - PROPOSAL BY
On February 27, 1990 the City Council received the final report on the City's
Solid Waste Management Report prepared by UCLA's Solid Waste Management
Program. The report provided a substantial portion of the necessary study to
comply with the California Integrated Waste Management Act of 1989,Assembly
Bill 939 (AB939).
The UCLA report primarily addressed the.residential waste stream with minimal
emphasis on the commercial portion of the City's waste stream. Additionally,
detailed requirements for inclusion in a Solid Waste Management report had not
been formalized, since two laws have become effective which require additional
areas of study.
Public Works staff have met with the Sanitation District, Los Angeles County
Department of Public Works and representatives from other municipalities to work
jointly to comply with AB939 and the two new laws. This joint effort -will
minimize the required analysis by utilizing common information and reducing
consultant fees.
The Sanitation Districts initially assembled groups of cities to work jointly
and provided a financial incentive. However, the cities grouped with Santa
Clarita have determined that their waste stream was much different than Santa
Clarita's and have excluded themselves from the group, causing the entire
grouping to disband. The City has pursued groupings with the cities of
Palmdale, Lancaster and San Fernando to potentially hire one consultant to
prepare the respective reports.
Professor Eugene Tseng from UCLA was requested to submit a proposal to the City
through the UCLA affiliated non-profit Ecosource International to prepare the
Solid Waste Management reports. The cities of Lancaster and San Fernando have
recommended to their -respective councils to enter into agreements with UCLA for
the preparation of their reports. Palmdale has entered into an agreement with
another consulting firm for preparation of their report. The Los Angeles County
Public Works Department may also enter into an agreement with Ecosource
International for preparation of the study necessary in the unincorporated areas
in the north county area.

Ecosource International would prepare our final report supplementing and
updating as necessary the previous UCLA study. The report will also. include
functional recommendations which will permit the City to implement the various
phases required for a complete Solid Waste Management program. Attached is a
summary of the proposed work to be performed by Ecosource International.
Fiscal Impact
The first proposal submitted by Ecosource International for the preparation of a
Solid Waste Management report without the participation by other adjacent
governmental agencies was for $98,671.00. The revised fee with participation
from the cities of San Fernando and Lancaster also utilizing the services of
Ecosource International is $84,607.00. Ecosource International is a non-profit
organization and the fees collected would go toward technical advisors who would
direct and assist the preparation of the Report. It should be noted that the
City will also receive 72 hours of in-house intern assistance to aid the City in
implementing AB939.
The Sanitation District has allotted funding in the range of $3,000 to $10,000
for cities working in groups. Public Works staff will pursue acquisition of
these funds through the grouping with the cities of Lancaster and San Fernando
since it would be consistent with the concept of group participation initially
proposed by the County Sanitation Districts. Each city may be required to enter
into independent agreements with Ecosource International and into a Memorandum
of Understanding between the cities mentioned and possibly the County of Los
Angeles to receive County Sanitation funding. It is imperative that we proceed
with the preparation of the study as soon as possible in order to comply with
the. time limitations of AB939. Staff has reviewed the proposal submitted by
Ecosource International and propose that the City enter into an agreement; with
Ecosource International for the preparation of the final Solid Waste Management
Report.
That staff be directed to develop an agreement with Ecosource International for
the preparation for the final Solid Waste Management Report for the City of
Santa Clarita for the fee of $84,607.00 and to transfer the necessary funds from
Contingency Account 01-4101-290 to Account 01-6000-227 for this purpose.
