COOPERATIVE AGREEMENTS
BACKGROUND
The City has received Route 126 and Bouquet Canyon B & T District Agreements
from the County for approval and signature. These agreements outline, among
other things, the administration of these districts with respect to
jurisdictional boundaries and a level of City/County cooperation on District
matters. Although these agreements are similar to the one approved by the
Council for the proposed Valencia District and no reference is made to the
proposed new fee rates, staff has a concern regarding the differing philosophy
between the City and County relating to the width of the improvements.
In the Route 126 and Bouquet Canyon B & T Districts approximately one-half of
the roads are funded for two lanes of an ultimate four lane width. This means
that the developer adjacent to the major thoroughfare will provide the
remainder of the lanes to bring the road to its final ultimate width. The
Council has previously directed us to include four lanes (two in each
direction) as the district improvements. If we include this additional
grading and width of pavement it would raise the fee per individual
residential unit by approximately $2,000.
The Council has also indicated that we include landscaped medians as part of
the District improvements. Many of the proposed roads will be passing through
relatively undeveloped land. Due to this remoteness, providing water and
maintenance to these landscaped medians would be extremely costly. In
addition, including the medians would raise the cost per individual
residential unit by $1,000.
As an alternative we suggest that the developers provide the landscaped
medians as a condition of approval of their projects adjacent to the major
thoroughfare. By having them provide the median, the developer could also
integrate necessary left turn lanes and intersections into their sites. A
landscape maintenance district can then be set up by the developer for funding
the maintenance of the median.
One final issue is the extension for Magic Mountain Parkway to Soledad Canyon
Road. The initial proposal by the traffic consultant working on the
circulation element of the general plan is to extend Magic Mountain Parkway
from San Fernando Road to Soledad Canyon Road. Including this estimated
$37,000,000 project in the proposed Via Princessa District would increase the
cost per individual unit about 70% or by $3,600. Since it appears that most
of the traffic which would utilize this proposed roadway enters or exits from
the proposed Valencia District area, we would like to investigate and present
some alternatives to including a major portion of the project in the proposed
Valencia B & T District. Agenda Item:

RECOMMENDATION
I Council consider the concerns expressed regarding the width of the
improvements, the landscape medians, and the extension of Magic Mountain
Parkway
2. Direct staff to return with a plan of action based on the Council's input
at your next regular meeting.
