BACKGROUND
The following is the beginning of a Beautification Plan which will be designed
for the City of Santa Clarita to help develop the community's image and
aesthetics. The primary goal of this plan is to provide themes to be carried
through specific sites and locations, as well as to develop an overall unifying
image for the City. The City of Santa Clarita Beautification Plan will be
developed by City staff with Parks and Recreation Commission and City Council
approval.
The focus of this Beautification Plan will be City entrances and connecting
links consisting of primary streets. Other important issues which will be
included in the plan are street sidepanel improvements, screening portions of
the Southern Pacific Railroad, Southern California Edison right-of-ways and
improved public information signs. Together, the components of this plan will
offer a comprehensive approach to individual beautification projects. These
projects will be implemented on a phased schedule as funds become available and
as projects are developed.
The first phase of this comprehensive beautification project will be to
establish a theme for Soledad Canyon Road. The Council has approved landscape
improvements for two medians heading east from Bouquet junction on Soledad
Canyon Road. Though the City does not have a completed Beautification Plan, it
is important to begin implementing our ideas as the opportunity presents itself.
It is our intention to provide landscape improvement options for your review and
comment on primary streets which currently have existing medians. These streets
are Valencia Boulevard, Bouquet Canyon Road and Soledad Canyon Road. Once we
have established the appropriate landscape improvement themes for these three
roads, we will incorporate this as the framework of our Beautification Plan and
begin construction drawings for the two medians on Soledad Canyon Road.
Soledad Canyon Road is the longest of our three primary streets with unimproved
medians. In determining a theme to be carried out the entire distance of the
road one should look at the cost of improvement for a five mile stretch, the
Santa Clara River which winds along the road and the need for plant material
which will cool, soften and provide an aesthetically pleasing journey through
our city. There are no existing median improvements on Soledad which gives us
the opportunity to develop our own theme.

Staff is proposing a cobblestone border around each median with drought tolerant
trees and shrubs planted inside the hardscape border. This hardscape theme can
be accomplished one of two ways: stamped concrete or using actual cobblestone
6"-10" diameter size embedded.in a concrete base. This would balance hardscape
and plant material to conserve water, carry the Santa Clara River theme onto the
street and can be cost effective for installation. The cobblestone theme was
approved by the Parks and Recreation Commission.
Valencia Boulevard has improved landscaped medians from the Golden State Freeway
to Magic Mountain Parkway. From Magic Mountain Parkway to Bouquet Junction,
there is little improvement in the medians, only small pockets of plantings.
With this short stretch we propose to use a combination of landscape treatments
to tie into existing or proposed landscaped medians. Incorporating turf areas
in the median design near Magic Mountain Parkway, and cobblestone and stamped
concrete near Bouquet Junction will help with the transition of existing and
proposed medians. This will be the most expensive median improvement proposed,
thus we have selected it for the shortest length of needed improvements.
Bouquet Canyon Road has several miles of unimproved medians. Staff proposed a
similar theme as that of Soledad Canyon with the median to be planted with
drought tolerant trees and shrubs, bordered by hardscape material. The
hardscape border would be a charcoal color stamped concrete or charcoal colored
rock embedded in a concrete base. This color is to resemble that of Bouquet
Canyon rock which would be the theme of Bouquet Canyon Road. To use the actual
Bouquet Canyon rock for this would not be cost effective and would allow only
small portions to be constructed at a time.
RECOMMENDATION
It is recommended that the Council review and comment on the staff report and
landscape improvement options, and approve a specific landscape treatment to be
used on Soledad Canyon medians prior to the beginning of construction drawing.
