HomeMy WebLinkAbout1990-08-14 - AGENDA REPORTS - CA HEALTHY CITIES PROJ (2)AGENDA REPORT City Manager Approval Item to be presented y: CONSENT CALENDAR Cecilia Foley DATE: SUBJECT: DEPARTMENT: BACKGROUND August 14, 1990 Resolution Authorizing Application for Participation in the California Healthy Cities Project Resolution Number: 90-155 1 / Parks and Recreation The California Healthy Cities Project is an effort by the Western Consortium for Public Health to improve the health status of all California residents by increasing the use of the Healthy Cities Model for health promotion by local leaders, professionals and residents within communities throughout the state of California. The premise of the Healthy Cities Model is that achieving and maintaining community health is a shared responsibility among individuals, the government and the private sector. Local involvement is the cornerstone of the Healthy Cities Model. There is a growing international public health movement, which recognizes that health improvement requires more than life style change and management of disease. Rather, health is viewed as the result of a wide range of economic, social and physical policies, as well as individual, group and organizational action. The .Healthy Cities Project began in Europe in 1986 as an innovative activity of the European Regional Office of the World Health Organization. The European World Health Organization acted as a catalyst for municipalities to begin to explicitly consider the health implications of their actions from the earliest planning stages through to the evaluation of policies and programs. Some of the successful outcomes in European cities include a reduction in the smoking rate among students, creation of new public spaces and parks, and cleaner environments. Several Southern California communities have participated in the California Healthy Cities Project during the past year as pilot projects. These cities include Palm Desert, South E1 Monte, Pasadena, Duarte, Long Beach, Arcata and Bell. Pilot projects have encouraged the cities to develop formal plans for making their communities better places in which to live and work. Each community is able to focus its effort on a unique project which addresses the individual and unique concerns of that community. Projects have included such diverse efforts as traffic safety, measles immunization campaign's and community health fairs, development of quality of life.indexes, bilingual health resources directories. and referral systems, AIDS education campaigns, and construction and staffing of multi -use community centers, as well as community beautification and expansion of leisure opportunities. epied: �d Agenda Item:_Z9__ The benefits of participation in the California Healthy Cities Project are many. They include the following. 1. An opportunity to become involved in a new, international public health movement among cities, and the distinction of being one of only ten selected in California for official recognition; 2. Assistance with identifying external sources of funds and program resources for local healthy cities projects; 3. On-site technical assistance for the city's self -determined projects; 4. Rapid transfer of innovative models and technologies for improving community health and livability at project sponsored conferences and meetings through cross -disciplinary networking; and 5. Use of the project logo. Staff is recommending that the City Council consider using the Santa Clara River planning project and an open space preservation project as the theme for the City of Santa Clarita's participation in the Healthy Cities Project. The Santa Clara River Project already has an established task .force, with representatives from community groups, regulatory agencies and private developers. The community has also expressed a desire to work together to -preserve significant blocks of open space, ridge lines, hills and encourage the development of trails which provide access and use in to open space areas. Staff will be developing specific project models during the next week. The deadline for applications for the California -Healthy Cities Project is August 17, 1990. FINANCIAL IMPACT Participation in the California Healthy Cities Project requires that the local community devote resources to the furtherance of their chosen local project. The City Council has already allocated $70,000 for the development of a plan for the Santa Clara River, which would fulfill the local resource requirement. Some additional staff time would be devoted to the development of open space management and preservation policies and plans. Significant community involvement, as well as public information efforts, would also be incorporated into the project. It is estimated that an additional $5,000 in supplies and advertisements may be. required to participate in the project. Staff time, from the Parks and Recreation Department, Community Development Department and City Manager's Office, would also be required for the project. The principal positions which would be involved in the project would be the Director of Parks and Recreation, the City's Public Information Officer, the. City's Recreation Superintendent and the Director of Community Development. RECOMMENDATION It is recommended that the City Council approve a resolution authorizing submittal of an application for participation in the California Healthy Cities Project, and designating the City Manager as the officer of the City who.has authority to sign agreements relating to the California Healthy Cities Project for the City of Santa Clarita. ATTACHMENT Resolution No. 90-155 RESOLUTION NO. 90-155 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE APPLICATION FOR PARTICIPATION IN THE CALIFORNIA HEALTHY CITIES PROJECT FOR THE SANTA CLARITA VALLEY OPEN SPACE PRESERVATION AND SANTA CLARA RIVER DEVELOPMENT PROJECT WHEREAS, the Western Consortium for Public Health has initiated the California Healthy Cities Project to contribute to the quality of life in cities and ultimately the health status of its residents; and WHEREAS, the City of Santa Clarita has established a high priority for the improvement and preservation of a high quality of life for its residents; and WHEREAS, the preservation of open space and the enhancement and development of the Santa Clara River for recreational use is a high priority for the City; and WHEREAS, the California Healthy Cities Project offers the City- an opportunity to become involved in a new, international public health movement among cities and the distinction of being only one of ten selected in California for official recognition; and WHEREAS, the California Healthy Cities Project provides assistance in identifying external sources of funds and program resources for projects such as the Santa Clara River Study and Recreation Features Development Program and preservation of open space; and WHEREAS, on site technical assistance for the City's project is provided by the California -Healthy Cities Project; and WHEREAS, the application project for the California Healthy Cities Project requires that the governing body of the municipality indicate support for the application for participation in the California Healthy Cities Project. NOW THEREFORE BE IT RESOLVED THAT the City Council hereby: 1. Approves the filing of an application for participation in the California Healthy Cities project; and 2. Certifies that said agency has or will have sufficient funds to operate and maintain the project funded under this program; and 3. Appoints the City Manager as the agent of the City of Santa Clarita to conduct all negotiations and execute and submit all documents including, but not limited to applications, agreements, amendments, payment requests, and so on, that may be necessary for the completion of the aforementioned project.
