Medina DATE: July 10, 1990 SUBJECT: CAMP PLENTY ROAD AT CALLA WAY INSTALL STOP CAROLS Resolution Num r: 90-131 DEPARTMENT: Public Works BACKGROUND In response to citizen concerns, the traffic engineering staff has conducted a study of traffic and pedestrian safety along Camp Plenty Road in the vicinity of Sierra Vista Junior High School. This study concluded that traffic safety can be enhanced if the intersection of Calla Way and Camp Plenty Road is established as an all -way stop. A copy of the Traffic Engineer's report is attached for your information. RECOMMENDATION Adopt Resolution No. 90-131 authorizing stop controls to be installed on Camp Plenty Road at Calla Way. Direct staff to have the appropriate signs and pavement markings installed to effect this Resolution. These expressions came as a result of a recent accident involving a teenage pedestrian that was crossing Camp Plenty Road at Stillmore Street. Marked crosswalks were suggested as a solution to improve pedestrian safety. See site location map, attached Exhibit A. RECOMMENDATION A thorough evaluation of the area has been conducted. This evaluation included traffic and school-age pedestrian counts for a six hour period during a normal school day. Consideration was also given, but not limited to, type of area, accident history, future traffic conditions and field observations during peak traffic and school periods. Based on the results of these studies, the following recommendations are made: • Establish regulations requiring northbound and southbound traffic on Camp Plenty Road to stop before entering Calla Way. This action will create an all -way stop at this "T" intersection. • Install a marked yellow crosswalk across the north leg of Camp Plenty Road at Calla Way. • Install a marked yellow crosswalk across the east leg of Stillmore Street at Camp Plenty Road. See attached Exhibit B. The estimated cost is $800.00 John Medina Camp Plenty/Calla Way June 19, 1990 Page 2 CONDITIONS Camp Plenty Road is a two-lane collector street serving a residential area. The posted speed limit is 35 m.p.h. Except for an unimproved area on the west side, immediately south of Calla Way, the roadway is 40 feet wide with curb and sidewalk on each side. On -street parking is prohibited through the unimproved area. The roadway is striped with a 4 -inch broken yellow center line. Calla Way is a two-lane collector street serving a large residential development. The roadway is 40 feet wide with curb and sidewalk on each side. The posted speed limit is 35 m.p.h. Calla Way intersects with Camp Plenty Road from the west, forming a "T" intersection. Traffic on Calla Way is required to stop before entering Camp Plenty Road. The Calvary Lutheran Church and Day School is located on the south side of Calla Way west of Camp Plenty Road. Sierra Vista Junior High School occupies the east side of Camp Plenty Road between Pleasantdale Street and Stillmore Street. On -street parking is prohibited along this side of the street from 7:00 a.m. to 5:00 p.m. on school days only. The school grounds are separated from Camp Plenty Road by a chain-link fence. There are two access points to the school along this section of fence. One access gate is located near Pleasantdale Street. The other access point is at a driveway just south of Calla Way. Exhibit B depicts these access points. Also, there are School -Speed Limit 25 - When Children Are Present advance warning signs to inform motorists on Camp Plenty Road of the school zone. DATA Traffic collisions reported to have occured within the following intersections during the three year period ending March 31, 1990 are summarized below: Calla Way and Camp Plenty Road March 23, 1989 (Thur) 6:55 p.m. - February 28, 1990 (Wed) 8:50 p.m. - A northbound vehicle and a southbound vehicle were involved in a left -turn type collision. A northbound vehicle, a southbound vehicle and an eastbound vehicle were involved in a left -turn type collision. • John Medina Camp Plenty/Calla Way June 19, 1990 Page 3 Camp Plenty Road and Pleasantdale Street No collisions reported Camp Plenty Road and Stillmore Street October 14, 1989 (Sat) 3:10 p.m. - Two northbound vehicles were involved in a sideswipe type collision. January 23, 1990 (Tues) 8:10 a.m. - An eastbound pedestrian was struck by a southbound vehicle while crossing Camp Plenty Road. School-age pedestrians and vehicle counts were taken at the intersection of Calla Way and Camp Plenty Road on April 26, 1990. The counts were taken from 7 to 9:00 a.m. and 2 to 6:00 p.m. The counts revealed the following data: *It is estimated that this volume will increase to approximately 800 vehicles when the new pre -fabricated housing development west of the intersection along Calla Way is fully occupied. John Medina Camp Plenty/Calla Way June 19, 1990 Page 4 WARRANTS State of California Department of Transportation guidelines were used to evaluate the need for additional traffic controls at this intersection. These Caltrans guidelines (or warrants) address combined vehicle and pedestrian volumes on both streets and accident history. The numerical warrants for all -way stop controls are not met at this time. DISCUSSION Although the numerical warrants for all -way stop controls are not met, there are a number of factors which suggest that stop controls would be beneficial. They are: • The location is the intersection of two residential collector streets. • Traffic volumes are heavier than normal for a residential intersection. • The intersection is a direct route for students enroute to and from school. (Safe Route To School). • The proposed stop controls would provide a more positive form of protection for pedestrians as they cross at the intersection. Mr. Michael Allmandinger, Principal of Sierra Vista Junior High School was informed of our recommendation. He supports the recommendation and agrees to close the gate at the north end of the school grounds. It is believed that this closure will encourage the students to cross at the controlled intersection. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: Section 1. That the following intersection is .hereby designated as an all -way stop intersection: (1) Camp Plenty Road and Calla Way Section 2. That the stop designation as provided herein shall apply when appropriate signs and pavement markings giving adequate notice thereof have been placed as described in Section 1. Section 3. That staff shall install necessary signs and pavement markings to effect this Resolution. 1990.
