HomeMy WebLinkAbout1990-05-29 - AGENDA REPORTS - CDBG FUNDING (2)AGENDA REPORT City Manager Approval Item to be presented by: NEW BUSINESS Raquel Garcia DATE: May 29, 1990 SUBJECT: Community Development Block Grant Funding DEPARTMENT: City Manager BACKGROUND The City's allocation for Community Development Block Grant funds is $413,211 for fiscal year '90-91. The City only recently learned of the exact amount, so consequently this is not included in the budget which has been presented to Council. To further complicate the situation, we had been told by the L. A. County Community Development Commission (CDC) that they would continue to fund the Santa Clarita Valley Senior Center and the Canyon Country Chamber of Commerce Handyworker Program out of funds over and above our $413,211. We were. informed within the last few days that we would be required to fund these programs out of our allocation of $413,211. This presents a dilemma for the City. On one hand, we want to continue the funding of these two programs which we understand have been quality programs, but we also want an opportunity to review them and prioritize them with the other Community Development Block Grant eligible programs. To approve the funding of the full amount of these programs, which amounts to $178,706, would considerably decrease the City Council options with regard to the full Community Development Block Grant. As you know, staff has been working on a community revitalization program in East Newhall, which would utilize Community Development Block Grant monies. A complete work program is expected to be completed within the next month or so. Components of the work plan being considered include a housing rehabilitation plan, action with regard to the day laborers, acquiring input from the East Newhall community, and various code enforcement and clean-up strategies. RECOMMENDATION In order to continue the funding of the programs at the same level, but keep the City Council's options' open until further information is obtained, it is recommended that the Council direct the staff to inform the Community Development Commission to approve the funding of three months' allocation for Santa Clarita Valley Senior Services Center and the Chamber of Commerce Handyworker Program and direct staff to return to Council to allow for deliberation on the prioritization of the balance of Community Development Block Grant funds.
