SUBJECT; Request For Written Notification From City of Santa Clarita to
County of Los Angeles, Community Development Commission and
Department of Housing and Urban Development (HUD) regarding
City's Grantee Status.

BACKGROUND
The City of Santa Clarita has received notification from the County of Los
Angeles, Community Development. Commission (CDC), inviting the City to continue
to participate in the Los Angeles Urban County Community Development Block Grant
(CDBG) program as a Participating City for the three (.3) year funding cycle
starting July 1, 1991 through June 30, 1994.
Based on 1988 population data from the U.S. Department of Housing and Urban
Development (HUD) the City of Santa Clarita may qualify as a Metropolitian city
and can attain entitlement status effective July 1, 1991.
At this time the City has the option of continuing to participate in Los Angeles
Urban' -County Community Development Block Grant (CDBG) program or to become an
entitlement jurisdiction and receive its yearly CDBG allocation directly from
HUD. The City of Santa Clarita needs to provide a written notification to CDC
and HUD informing the parties of its decision. The City must do so no later
than July 16, 1990.
Recently, the City has contacted Department of Housing and Urban Development
(HUD) by correspondance requesting information regarding, entitlement status '
requirements. HUD is aware of the City.'s interest to become an entitlement City
and its eligible population size of more than 50,000 residents. In the next few
weeks; HUD will send the City all necessary application materials, training
schedules and approximate allocation amounts.
RECOMMENDATION
City Council to direct City Staff to send written notification to County of Los
Angeles Community Development Commission (CDC) and U.S. Department of Urban
Development (HUD) indicating the City of Santa Clarita wishes to be excluded
from the Los Angeles Urban County CDBG program and its desire to apply to become
an entitlement City as of July 1, 1991 and through June 30, 1994.

The purpose of this letter is to invite your City to participate in the
Los Angeles Urban County Community Development Block Grant (CDBG)
Program. As you may be aware, based on 1988 population data received
from the U.S. Department of Housing and Urban Development (HUD) your
city may qualify as a Metropolitan City and attain entitlement status
effective July 1, 1991.
As a potential Metropolitan City, you have the option to continue'
participating in the Los Angeles Urban County Community Development Block
Grant (CDBG) Program. Your City, along with the other 46 cities
currently participating in the Program, have made a significant impact
on community development. With your continued cooperation, I feel we can
make an even greater contribution for the next three years. Should your
City decide to participate as a Metropolitan City, a new agreement with
HUD must be executed for the three-year funding cycle, . July 1,
1991 through June 30, 1994.
Presented below for your consideration, are general policies regarding
participation for the three-year period..
1: All cities that intend to be part of the Urban County's
1991-94 Program are required to execute a three-year
cooperation agreement with the County. This agreement
must be filed with HUD by September 4, 1990.
2. Cities cannot drop out of the Urban County Program during
the three-year period.
3. Each participating city will continue to retain control
over the use of its own CDBG funds based on program
regulation.
4. The Community Development Commission (CDC) often provides
additional assistance to the participating cities by
undertaking County -funded or jointly -funded community
development activities within the local jurisdiction's
boundaries.

The required cooperation agreement is enclosed for your convenience.
Board of Supervisors approval and appropriate County signatures must be
secured prior to submission to HUD; therefore, your City's participation
can only be ensured if you return your executed copies to the CDC no
later than July 16, 1990.
Your City may exercise the option to become an entitlement jurisdiction
and not participate in the Urban County CDBG Program for the period from
July 1, 1991 through June 30, 1994. Such a decision requires that you
provide written notification to the CDC and HUD, no later than July 16,
1990. Your City's election for nonparticipation, or the failure to make
such an election, will be effective for the entire three-year period
indicated above.
Enclosed are the appropriate addresses to which the required documents
must be forwarded. If there is any way that we might assist you in
reaching a decision, or if you need additional information, please call
Bobbette Glover, Director of the Community Development Block Grant

resolution).

The City of Santa Clarita was incorporated on December 15, 1987.
Since that time, the City has been eligible as a participating
city to receive Community Development Block Grant funds from the
County of Los Angeles, Community Development Commission. We are
approaching our final year within the three year funding cycle
with the Community Development Commission.
Jill Klajic We understand that Los Angeles County is currently undergoing the
Councilmember Los Angeles Urban County qualification process to renew its three
year commitment to participating cities at the end of 1991. The
Howard "Buck" McKeon City of Santa Clarita would like to become an entitlement city
Councilmember
and directly receive Community Development Block Grant funds from
the U.S. Department of Housing and Urban Development.
Although the City has been eligible to be a participating city
within the County of Los Angeles Community Development
Commission, at time of incorporation the City's population was
over 50,000. The following are the population estimates as
provided to the City from the California Department of Finance.
They are as follows: January 1988, 109,331; January 1989,
115,722; and our most recent estimates are January 1990,
121,163. These figures represent a 5X -6X annual growth rate for
the City of Santa Clarita. In addition, the City's official
population figure, as provided by our State Controller's Office,
is 147,228.
We would like to request the necessary application and other
required documents which the City needs to complete and file to
become an entitlement city. We also request the name of a HUD
representative whom the City may contact if we have any questions
or concerns.
