TAL IMPROVEMENT PROGRAM
In support of the City's overall Strategic Plan, the Public Works Department,
with the cooperation of all City Departments, has primary responsibility for the
development of a Five -Year Capital Improvement Program. This Program will be
updated annually and is intended to serve as a planning guide for the long-term
budgeting capital projects. The Program includes existing infrastructure
improvements as well as new construction, and provides for the orderly
identification and prioritization of proposed capital improvements.
At this time, Staff is prepared to present the City's first Five-year Capital
Improvement Program for Council consideration. Projects have been identified
and prioritized, and realistic fund sources have been provided. Where
anticipated revenues are not expected to cover proposed project costs, an
"unfunded" source has been identified. It should be noted that this Five-year
Capital Improvement Program does not include proposals for capital equipment
expenditures; these proposals will be provided for Council consideration at a
later date under a Five -Year Capital Equipment Program.
This Program has been developed with the expectation that it be treated as a
"working document." As such, it is expected that there will be many project
priority and funding source changes throughout the coming year as new
information is received and as new projects are identified. It is proposed
these changes a included in next year's Program update, with the understanding
that projects of an urgent nature will be submitted for Council consideration
with the 1990-91 budget proposal.
The adoption of this report is not intended to commit projects to be scheduled
for a particular year, but rather provide guidance to staff in preparation of
the annual budget. Available funding and subsequent information will be
incorporated in presenting the Capital Improvement in the annual budget.
RECOMMENDATION

3. Adopt the 1990 Five -Year capital Improvement Program
