HomeMy WebLinkAbout1990-09-25 - AGENDA REPORTS - CIVIC CENTER DESIGN CONSULTANT (2)NEW BUSINESS DATE: SUBJECT: DEPARTMENT: BACKGROUND AGENDA REPORT City Manager Approval Item to be presented b September 25, 1990 Design Compe City Consultant Ken Pulskamp On June 12, 1990, the City Council authorized staff to proceed with a design competition in.order to select an architect for the Civic Center project. This method of architectural selection has the greatest potential for community involvement, as well as the capability to provide the City with a highly qualified architect. Since June 12, a.Civic Center Committee comprised.of two Council members, a Planning Commissioner, City staff, three citizens, and consultants, has been formed to aid in the selection of a design competition consultant and other items. As was described to the City Council previously, this competition consultant would be instrumental in orchestrating the entire competition. In order to select this consultant, staff developed a short list of three firms. These firms were selected on the basis of recommendations from cities which had recently conducted civic center design competitions. In order to get a detailed representation of the individual firm's capabilities, cost and suggested competition format, requests for proposals were sent to each firm. The Civic Center Committee then interviewed each firm. The pros and cons of each firm were discussed by the Committee. As a result, the Committee -selected Mr. William H. Liskamm (AIA) to serve as design competition consultant. Staff concurs with this selection. Background reference checks were then conducted. All references rated Mr. Liskamm as excellent. Mr. Liskamm has over 25 years of architectural experience and has conducted over 20 design competitions. Most prominent among these are the Escondido and Oceanside competitions. The Escondido competition has been used as a model on which to base future competitions. Mr. Liskamm has demonstrated the ability to effectively orchestrate a competition which will allow significant citizen involvement. The cost to retain Mr. Liskamm is approximately $20,000. All items associated with the design competition are budgeted items. RECOMMENDATION That the City Council authorize staff to negotiate a contract with Mr. William H.
