The project manager, Jim Parmley of Harris and Associates, is present to discuss our immediate plans, as well as the schedule for the remainder of the project. The next step vital to the success of the Civic Center project is the selection of an architect. Staff, along with our project management firm, have determined that a design competition would be the best method to follow for architect selection. This process would ensure a broad base of community involvement while simultaneously providing the City with an opportunity to select from a qualified pool of respected architects. The competition approach has been undertaken by a variety of cities, including Escondido, Beverly Hills, and West Hollywood, with excellent results. A professional coordinator is retained to guide the city through the competition. The cost of a consultant and design competition may be offset by a grant from the National Endowment of the Arts. Also essential to the project is a comprehensive environmental impact report of the designated site. The search for a qualified firm to prepare the EIR may begin now in order to have sufficient time to address all issues and remain on schedule. RECOMMENDATION That the City Council receive report and authorize staff to begin design competition and environmental impact report process.
