SUBJECT: COUNTY LIGHTING MAINTENANCE DISTRICT 1867
CONSENT AND JURISDICTION

BACKGROUND
The County Department of Public. Works is currently in the process of
consolidating its 187 lighting districts into one district for the
unincorporated area and one single lighting district for each..city. This
consolidation will reduce administrative costs which will be reflected through
somewhat lower Landscaping and Lighting Act (LLA) assessment rates for residents
of the City in future years. The Ad Valorem tax for the City will not be
affected. This consolidation will make it easier for the City to assume the
responsibility for overseeing the districts if we so choose in the future.
Due to this consolidation, the areas of County Lighting Maintenance Districts
10018 and 10040 and the Newhall Lighting District within the City of Santa
Clarita are being processed for annexation to the subject lighting district.
Since these areas are within the boundaries of the City of Santa Clarita,
permission is required from the City Council before the annexation procedures
may be consummated.

RESOLUTION NO. 90-179
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA GRANTING
CONSENT AND JURISDICTION
TO THE COUNTY OF LOS ANGELES IN THE MATTER OF
COUNTY LIGHTING MAINTENANCE DISTRICT 1867
CITY OF SANTA CLARITA
WHEREAS, the Board of Supervisors of the County of Los Angeles
is about to commence proceedings under Division 7 of the Streets and
Highways Code for the annexation of territories to County Lighting
Maintenance District 1867; and
WHEREAS, the proposed territories to be annexed includes street
lights in the City of Santa Clarita; and
WHEREAS, all of the land included in the proposed annexation
lies within the boundary of the City of Santa Clarita,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Santa Clarita, as follows:
Section 1. That the public interest, convenience and necessity
require the maintenance of a street lighting system located within the
boundaries of County Lighting Maintenance Districts 10018 and 10040 and
the Newhall Lighting District within the City of Santa Clarita for the
annexation to County Lighting Maintenance District 1867.
Section 2. That this City Council hereby consents to the
annexation of said territories, included within the boundaries of said
annexation, and lying within the boundary of the City of Santa Clarita.
Section 3. That this City Council hereby finds and determines
that the land included within the boundary of the proposed annexation
lying within the boundary of the City of Santa Clarita, will be benefited
by.the said proposed annexation, and hereby consents to the inclusion of
said lands within the proposed annexation and to the assessment thereof.
SECTION 4. That the consent of this City is hereby given to the
commencement of the proceedings for said annexation to County Lighting
Maintenance District 1867 by the Board of Supervisors of the County of
Los Angeles, and to the exercise of exclusive jurisdiction of said Board
of Supervisors over all proceedings necessary thereto for the purpose of
consummating the same, all in accordance with the provisions of Division
7 of the Streets and Highways Code.
Section 5. That the Clerk- of the City Council is hereby
directed to certify and deliver two copies of this Resolution to the
Department of Public Works of the County of Los Angeles.
