HomeMy WebLinkAbout1990-10-09 - AGENDA REPORTS - COMET WAY EXTENSION (2)UNFINISHED BUSINESS DATE: October 9, 1990 SUBJECT: COMET WAY DEPARTMENT: Public Works BACKGROUND AGENDA REPORT City Manager Approval Item to be presented by: John E: Medina Based on concerns expressed by residents in Oak Spring Canyon, the previous City Council discouraged the extension of Comet Way and required the developer of Hope Ranch to plant oak trees in the path of future Comet Way, thereby deterring future extension. Earlier this year, the Oak Spring Canyon Homeowners Association had expressed drainage, access, and water availability concerns to the City. Development of Hope Ranch which included the construction of Comet Way drains directly to unpaved Oak Spring Canyon Road. Oak Spring Canyon Road is presently the only access emergency vehicles and homeowners have to the area. On February 27, 1990, homeowners brought the concerns to the attention of the Council. One of their proposals was to extend Comet Way to Oak Spring Canyon Road. Since that time, there has been a new tentative tract approved in the Oak Spring Canyon area. This tract has been conditioned to pave Oak Spring Canyon Road from Lost. Canyon Road to the site. It is also our understanding that the developer is willing to pay for extending existing Comet Way to Oak Spring Canyon Road provided such extension is approved by the City and the requirement for oak trees to be installed in Comet Way is removed. Engineering and construction of the road will be the responsibility of the developer of the new tract. Since Comet Way is a private and future street, the Public Works Department will simply review the road plan submittals and necessary supporting documents. This is to verify that if Comet Way is considered for acceptance as a public street it will have been designed and constructed to public street standards. On September 4, 1990, the proposed extension of Comet Way. was brought to the Planning Commission for their consideration. The Commission felt that since they did not have enough information on circulation in the Sand Canyon area, they could not make a recommendation to the Council on the extension of Comet Way — see attached letter from Lynn Harris. Since the final approved circulation elements of the General Plan may be some months away and the homeowners have requested.that they be allowed to effectuate the construction of the extension of Comet Way immediately, the Public Works Department has made an independent analysis of the issue. The extension will provide an all weather alternative access for emergency vehicles.for residents of Oak Spring Canyon. 2. The extension will provide a safer and improved travel route to Sand Canyon Road for Oak Spring Canyon residents and can be incorporated into the ultimate circulation plan for the Sand Canyon area. 3. A developer has agreed to construct the extension as part of his development. He is also conditioned to pave Oak Spring Canyon Road entirely from Lost Canyon Road to his development. This 500 foot extension would intersect with the newly paved Oak Spring Canyon Road. This would greatly facilitate traffic circulation in the area. While we understand that local traffic from Oak Spring Canyon may increase on Comet Way and decrease on Lost Canyon Road because of this extension, both roads will be -well within a desirable level of traffic flow for these kinds of streets. Council permit the extension of Comet Way by others as a paved road to intersect with Oak Spring Canyon Road. Harris, Director of Community Development DATE: September 5, 1990 SUBJECT: Comet Way Extension The possible extension of Comet Way was discussed at the Planning Commission's regular meeting of September 4, 1990. The Commission chooses not to make a recommendation on this matter at present. It is the opinion of the Commissioners that the circulation pattern of Sand Canyon needs to be addressed at a public forum. Since the Council has asked that such a forum not include any discussion concerning the widening of Sand Canyon Road, they do not feel that the forum would be fruitful. Until they can hold the forum, they feel that "piecemeal" decisions as to which road should go through might not be the best decision. With this in mind, they have referred the matter back to the Council for review or a decision. This leaves the Department of Public Works free to take the item before the Council and present it as you see fit.
