CLARITA COMMUTER RAIL STUDY
The Los Angeles County Transportation Commission (LACTC) has reached an
agreement to purchase 175 miles of railroad rights-of-way from the Southern
Pacific Transportation.Company,(SPTC). This pact will ensure public control of
these rail lines. Included in the agreement is the purchase of two 40 -foot wide
strips of right-of-way from downtown L.A. to Saugus (approximately in the
vicinity of the Saugus Speedway).
LACTC has indicated that SPTC will provide rent-free use of the main lines which
extend into Moorpark and Santa Clarita Valley to start up commuter rail service
while exclusive passenger rail lines are being planned and constructed.
Currently, these lines carry freight trains which will be integrated into the
passenger train schedules to avoid disruption in freight service.
On behalf of the City, LACTC is preparing an application for State
Transportation Capital Improvement (TCI) funds which may be available for Cities
to construct their commuter rail stations. The amount being requested for the
City is $750,000 which is approximately 25% of the cost for two basic stations.
As part of the application process, LACTC has requested that the City adopt a
resolution to identify the City's station sites by December 11, 1990. The
resolution will serve to strengthen the City's application and increase its
chance of receiving TCI funds. Applying for.these funds will not prevent the
City from pursuing a different station site.
Staff is working with LACTC officials to ensure completion of the TCI
application in a timely manner. Sites are being identified and will be
presented in an upcoming meeting for Council's review.and approval.
