TRANSIT AGREEMENT
NTY PUBLIC WORKS/FY 90-91
The existing agreement provides that the County, for a fee, will administer,
monitor and report on the operations of local and commuter transit. The current
operator's contracts have been renewed for FY 90-91. Antelope Valley Bus
Company and Embry Bus Company will continue providing local and commuter
services. Embry is contracted to operate five commuter runs to downtown Los
Angeles Monday through Friday, and Antelope Valley Bus operates seven bus lines
within the Santa Clarita Valley.
The current City/County agreement provides for the extension of services for FY
90-91, and both City and County staffs desire to exercise this option which
maintains the current level of local and commuter service with the following
changes:
1) The City will be the lead transit agency in the Valley and pay the transit
operators directly. This will give the City more control over the budgeting
of transit. It also is the first step toward the City assuming all transit
responsibility from the County.
2) The County will pay its "fair share" for the cost of commuter transit. The
City now pays 100% of the cost. Under the proposed agreement their "fair
share" will be based on the number of County riders who use the service.
This is an estimated 10% of the riders. The County currently pays '15% of
the cost for local transit, and this remains the same in the proposed FY
90-91 agreement. This is based on the miles traveled by local transit buses
in the County jurisdiction.
3) The proposed agreement may be modified at any time by mutual consent of both
parties. This clause permits a transfer of administration responsibilities
from the County as City personnel and vehicles become available to implement
the Council -approved Five -Year Transit Plan.
The services continued with the proposed agreement are:
1) Santa Clarita Valley Local Bus Service.
2) The Santa Clarita - Downtown Los Angeles Commuter Service
3) The one -day -per -week Antelope Valley/Santa Clarita Valley to UCLA Shuttle
Service. The UCLA service is for the elderly and the handicapped only.
The estimated cost for operations and administration can be found on Tables One
and Two attached.

The County's administrative fee is an estimate, and actual costs are billed
monthly. The fee includes monitoring and sharing in the administration and
marketing of these programs.
The total cost to the City will be funded from the proposed Proposition A funds
administered by the Los Angeles County Transportation Commission (LACTC) and has
been included in the City's proposed 1990-91 budget.
RECOMMENDATION
1) Council approve the agreement.
2) Authorize the Mayor and City Clerk to executetheagreement.
3) Direct staff to transmit agreement to the County for execution.

AGREEMENT

This AGREEMENT is between the COUNTY of LOS ANGELES, herein-
after referred to as "COUNTY", and the CITY of SANTA CLARITA,
hereinafter referred to as "CITY".
RECITALS:
A. COUNTY and CITY agree that it is. in the public
interest to continue to provide various forms and modes of public
transportation services, including a system of local bus passenger
service, a commuter bus service and a paratransit one -day -per -week
shuttle service for the elderly (60 years and older) and eligible
handicapped to serve the interests of the.public traveling in the
Santa Clarita Valley.
. S. COUNTY and CITY desire to continue public transpor-
tation through the 1990/91 Fiscal Year.
C. COUNTY proposes to administer contracts for the local
and commuter services, as directed by CITY, and CITY proposes to
pay the local and commuter service providers directly for all
contract costs.
D. COUNTY proposes to administer the ane -day -per -week
shuttle service, and to pay the service provider directly for all
contract costs.
E. CITY and COUNTY.propose to finance their
jurisdictional share of the total actual costs of the services,

0 IT IS, THEREFORE, AGREED:
1. COUNTY shall continue contracted bus service in the
Santa Clarita Valley area as described in Appendices A, 8 and C.
2. The term of this Agreement shall be from July 1, 1990
through June 30, 1991. This Agreement may be terminated or amended
prior to June 30, 1991 if proposed service enhancements (including
modification of existing services, implementation of new services,
acquisition of new vehicles and equipment) are implemented prior to
that date.
3. CITY and COUNTY agree that CITY shall be the lead agency
for the services described in Appendices A and S and that COUNTY
shall administer the contracts for these services, as directed by
CITY. CITY agrees to allow COUNTY to provide the service described
in Appendix C and to pay their jurisdictional share of the costs of
this service.
a. COUNTY and CITY agree to finance their jurisdictional share
of the total actual costs, less fare box revenues. The total
actual costs will include the contract, administration and
marketing costs of the bus services described in Appendices A, 8
and C at their current service -level during the term of this
Agreement. Jurisdictional shares shall be determined as follows:

A) For the local bus service, CITY'S jurisdictional share
shall be equal to the ratio of service revenue miles
traveled in CITY area to the total service revenue miles
traveled. The COUNTY'S jurisdictional share shall be equal
to the remaining percentage of the total service revenue
miles traveled. Currently, CITY'S estimated jurisdictional
share of the local bus service is 85 percent, and COUNTY'S
jurisdictional share is estimated to be 15 percent.
B) For the commuter service, CITY'S and COUNTY'S
jurisdictional shares shall be determined each month,
concurrently with the review and approval of the service
. provider's monthly invoice. CITY'S jurisdictional share
shall be equal to the percentage of the total monthly
ridership who are CITY residents. COUNTY'S jurisdictional
share shall be equal to the remaining percentage of the
total ridership. The jurisdictional percentages shall be
based on monthly ridership data submitted by the service
provider with -their monthly invoice. Currently, CITY'S
estimated jurisdictional share of the commuter service is
- 90 percent, and COUNTY'S jurisdictional share is estimated
to be 10 percent.
C) For the one -day per week shuttle service in the Antelope
valley and the Santa Clarita valley, CITY'S estimated 17
percent jurisdictional share of the total operating cost .is
• based on the ratio of passenger miles traveled by CITY
riders to the total passenger miles traveled.

D) Based on the methods described above, the estimated costs
and jurisdictional shares during the term of this
Agreement are as follows:

cost of service is $14,100, including the Antelope Valley jurisdictional share
($8,200).
CITY and COUNTY will apply for an Urban Mass
Transportation Administration (UMTA) Section 18 Grant
(estimated to be $50,000) and Los Angeles County
Transportation Commission (LACTC) Incentive Grants
(estimated to total $229,700) for the above services for
Fiscal Year 1990/91. It is anticipated that any funds
awarded under these Grants will be received during Fiscal
Year 1991/92, and will reimburse CITY'S and COUNTY'S
jurisdictional shares of funds expended for the above
services in Fiscal Year 1990/91.

5. For the local and commuter bus services, CITY agrees to pay
service providers directly for all net contract costs (total contract
operating costs less farebox revenue, if applicable). COUNTY shall
review and approve service providers' invoices and transmit to CITY
for payment. CITY agrees to pay service provider within 30 days of
receiving approved invoice from COUNTY. At any time during the term
of this Agreement, CITY may, at its option, assume responsibility for
reviewing and approving service providers' invoices. If CITY
exercises this option, it agrees to pay service providers within 30
days of approving providers' invoice.
6. For the one -day per week shuttle service, COUNTY shall pay
• service provider for all net contract costs.
7. COUNTY shall provide CITY with detailed monthly cost and
revenue information for the services described in Appendices A, B
and C, including contract costs and administration and marketing
costs, within 15 days of the end of each month. This information
will enable CITY to invoice COUNTY for the net COUNTY share. In
the event that COUNTY'S actual expenditures (including
administration and marketing costs and net contract costs for the
one -day per week shuttle) for the month exceed the net COUNTY share
for the month, CITY agrees to reimburse COUNTY for the excessive.
expenditures.
B. CITY agrees to implement a program to prepare and issue
residency identification cards to CITY and COUNTY residents in the
Santa Clarita valley area, which will enable area residents to
purchase monthly bus passes at discounted rates.

9. A) COUNTY agrees to submit proposed changes to the_bus
services described in paragraphs 1 and 2 within CITY'S jurisdiction
to CITY for its approval. COUNTY shall not implement such
modifications within CITY'S jurisdiction unless approved by CITY.
B) COUNTY agrees to implement any modifications to the
services described in paragraphs 1 and 2 within CITY which is
requested by CITY and that does not adversely affect service
outside of CITY.
10. COUNTY shall be excused from performance hereunder during
the time and to the extent that it is prevented from performing in
the customary manner by forces of nature, fire, strike, loss of
ifunding or commandeering of materials, products,. plants or
facilities by the Government, when satisfactory evidence thereof is
presented to CITY.
11. The Assumption of Liability Agreement executed by the
parties to this Agreement, and approved by the Board of Supervisors
and currently in effect, is hereby made a part of and incorporated
into this Agreement as if set out in full herein, unless said
Assumption of Liability Agreement is expressly superseded by
subsequent Agreement hereafter entered into between the parties
hereto.

APPENDIX A -
GENERAL
on weekdays the service requires six large urban transit buses
providing approximately hourly service, on each of six routes
described below. On Saturday the service requires five large urban
transit .buses providing approximately hourly service on the same
routes as weekday service except for Routes 2 and 3. Route 6 will
replace Route 3 on Saturdays.
WEEKDAY SERVICE
Route 1 - Newhall to Canvon Country
One large urban transit bus shall operate on Route 1, shown in
Appendix A-1, starting approximately at 7:30 a.m. in Newhall,
completing 10-1/2 round trips to Canyon Country, ending in Canyon
Country approximately at 5:57 p.m., accounting.for approximately
10.5 daily revenue hours. The route is approximately 21.3 miles
long accounting for approximately 224 daily revenue miles.
Route 2 - Valencia - Newhall
IsOne large urban transit bus shall operate on Route 2, shown in
Appendix A-2, providing morning (7:10-8:22 a.m.) and afternoon
(2:30-4:26 p.m.) service in the Valencia and Newhall. areas. The
route is approximately 10.7 miles long, accounting for approximately
45 daily revenue miles and approximately 3.1 daily revenue hours.
Route 3 - Valencia - Newhall Area
One large urban transit bus shall operate on. Route 3, shown in
Appendix A-3, starting at approximately 6:55 a.m., on Rockwell
Canyon at the College of the Canyons and ending at approximately
6:00 p.m. completing 11 round trips, accounting for approximately
11 daily revenue hours. Route 3 is approximately 16.4 miles long
and covers from Valencia, Boulevard at Rockwell Canyon to San Fernando
Road at Sierra Highway accounting for approximatley 177 daily revenue
miles.
Route 4 - Bououet Canvon and Seco Canyon
One large urban transit bus shall operate on Route 4, shown in
Appendix A-4, starting at approximately 7:15 a.m. and ending at
approximately -6:30 p.m. completing 11 round trips accounting for
approximately 11.2 daily revenue hours. The route alternately
serves Bouquet and Seco Canyons with a round trip defined as
completion of a trip in both canyons. The route is approximately
20 miles long accounting for approximately 214 daily revenue miles
(school days) and approximately 217 daily revenue miles (school
holidays).

Route 5 - Canyon Country
One large urban transit bus shall operate *on Route 5, shown in
Appendix A-5, starting at approximately 7:10 a.m. and ending at
approximately 6:30 p.m., completing it round trips with one
additional trip to whites Canyon, accounting for approximately 11.4
daily revenue hours. The Route is approximately 17 miles long
accounting for approximately 189 daily revenue miles.
Route 7 - Valencia - Val Verde/Castaic
One large urban transit bus shall operate on Route 7, shown in
Appendix A-6, starting at approximately 7:10 a.m. and ending at
approximately 6:15 p.m. completing 11 trips accounting for approxi-
mately 11.0 revenue hours. The Route is approximately 30.5 miles
long accounting for approximately 336 daily revenue miles.
SATURDAY SERVICE
Route 1 - Newhall to Canyon Country
One large urban transit bus shall operate on Route 1, as shown in
Appendix A-1, starting approximately at 9:00 a.m. in Whites Canyon
completing 9 round trips to Canyon Country, ending in Canyon
Country approximately at 6:00 p.m., accounting for approximately 9
Saturday revenue hours. The route is approximately 21.3 miles long
accounting for approximately 192 Saturday revenue miles.
Route 4 - Bou
Canyon and Seco Canyon
One large urban transit bus shall operate on Route 4, shown in
Appendix A-4, starting at approximately 8:50 a.m., and ending
approximately 6:30 p.m. completing 9.5 round trips accounting for
approximately 9.7 Saturday revenue hours. The route alternately
serves Bouquet and Seco Canyons with a round trip defined as
completion of a trip in both canyons. The route is approximately
20 miles long accounting for approximately 186 Saturday revenue
miles.
Route 5 - Canyon Country
One large urban transit bus shall operate on Route 5, shown in
Appendix A-5, starting at approximately 8:30 a.m. and ending at
approximately 6:30 p.m., completing 9 round trips with 2 additional
trips to Whites Canyon, accounting for approximately 10 Saturday
revenue hours. The route is approximately 17 miles long accounting
for approximately 165 Saturday revenue miles.
Route 6 - Valencia - Newhall Area
One large. urban transit bus shall operate.on Route 6, shown in
Appendix A-3, starting at approximately 8:50 a.m., at.McBean
Parkway and Arroyo Park Drive and ending at approximately 6:00 p.m.
completing 9 round trips, accounting for approximately 9 Saturday
revenue hours. Route 6 is approximately 13.7 miles long and covers
•from McBean Parkway at Arroyo Park Drive to San Fernando Road at
Arch Street accounting for approximately 112 Saturday revenue miles.

Route 7 - Valencia - Val Verde P
One large urban transit bus shall operate on Route 7, shown in
Appendix A-6, starting at approximately 9:20 a.m. and ending at
approximately 6:20 p.m. Completing 9 trips accounting for_approxi-
mately 9.0 Saturday revenue hours. The Route is approximately 22.5
miles long accounting. for approximately 205 Saturday revenue miles.

SANTA CLARITA VALLEY COMMUTER BUS SERVICE
EXPLANATION OF BUS OPERATING ROUTES
Inbound morning service will start at a designated stop in the
Santa; Clarita Valley and includes intermediate pick-up stop
locations within the Santa Clarita Valley as indicated in
Appendix B-1.
Departure times at the first designated stop location in
Santa Clarita are as follows: 5:15 am., 5:40 a.m., 5:55 a.m., 6:15
a.m., and 6:35 a.m.
The service may include an intermediate stop near freeways in the
San Fernando Valley.
The service then proceeds via freeway to the Los Angeles Central
Business District and includes several passenger discharge stops as

stop -in Los Angeles are as follows: 6:44 a.m., 7:17 a.m.,
7:33 a.m., 7:53 a.m., and 8:23 a.m., respectively.
The bus for each scheduled AM trip must be the route starting
point FIVE minutes prior to scheduled departure time to allow for
passenger loading. During the days that monthly passes are sold,
the buses must be at the route starting point TEN minutes prior to
scheduled AM departure times to allow additional time for
passengers to purchase the passes.
Outbound afternoon service will start at a designated stop in the
Los Angeles Central Business District as indicated in Appendix B-1.
Departure times are as follows: 3:45 p.m., 4:05 p.m., 4:25 p.m.,
4:55 p.m., and 5:30 p.m.
The outbound service route essentially retraces the inbound service
route with pick-up stop locations within the Los Angeles Central
Business District indicated in Appendix B-1. Outbound service
stops within Santa Clarita are for discharge of passengers only.
Ending times at the last designated stop.in the Santa Clarita Area
are as follows: 5:22 p.m., 5:45 p.m., 6:14 p.m., 6:44 p.m., and
7:13 p.m., respectively.

• ANTELOPE VALLEY -SANTA CLARITA VALLEY-U.C.L.A
SERVICE REQUIREMENTS
The Antelope valley - Santa Clarita Valley to UCLA shuttle will be
on Tuesdays only with shuttle leaving Lancaster at 7 a.m. and
leaving UCLA for the return trip at 3 p,.m.
No SERVICE will operate on the following ten major holidays: New
Year's Day, Martin Luther King, Jr. Is Birthday, President's Day,
Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's
Day, Thanksgiving Day and Christmas Day. A minimum twenty-four
hour advance reservation shall normally be required to schedule
rides; however, sameday SERVICE shall be provided subject to
availability of capacity. CONTRACTOR will provide backup SERVICE
to patrons in emergency situations when deemed necessary by
CONTRACTOR to satisfy needs and avoid disruption of normal SERVICE,
at no additional cost to COUNTY. SERVICE shall be restricted to
elderly (60 years and older) and eligible handicapped persons and
their escorts. Eligible handicapped persons are persons who by
reason of physical or mental disabilities cannot reasonably use
conventional transportation. CONTRACTOR and.COUNTY shall determine
eligibility of patrons and CONTRACTOR shall maintain appropriate
records (including Applications for Eligibility, Roster of Eligible
Riders, etc.) and take any actions necessary to ensure that only
eligible patrons use SERVICE.
SERVICE Area
The Antelope valley - Santa Clarita Valley to UCLA shuttle service
area is shown in Appendix C-1. The Santa Clarita Valley Committee
on Aging will provide paratransit service to connect with the
shuttle service at the Santa Clarita Senior Citizen Center.
