As a contract City, businesses within our jurisdiction are affected by any license fee increase imposed by the County. Recently, the City was notified that the Los Angeles County business license fees will increase as of January 1, 1990. While the rate increases were approved by the Board of Supervisors on August 1, 1989, we received notification on December 22, 1989. In most instances, it. appears that the rates will increase from 10-250%. According to the Los Angeles County Treasurer's Tax Collector's office, the increase can be attributed to cost -of -living adjustment, increased enforcement efforts, changes in staffing, redistribution of responsibilities between the Treasurer Tax Collector and Sheriff's Department, and system automation. Presently, the City is invoiced for services rendered by the County. This increase by the County will generate increased revenues and expenses for the County. It will yield no net increase in revenues to the City. The City registration/licensing program is designed to establish an accurate representation of the number and types of businesses operating within Santa Clarita. Once obtained, this information may be used for economic development purposes, as well as aiding citizens, prospective business operators, and others in business-related concerns or inquiries. With the assistance of the Chambers of Commerce, staff is continuing to refine the business license/registration ordinance and anticipates presentation to Council in early May. Other factors essential to meet the goal of July 1 implementation include installation of the business license software and a full survey of all businesses in the City to establish a data base. RECOMMENDATION That the City Council receive report and allow staff to continue the business licensing study for the tentative implementation of program on July 1, 1990. ATTACHMENTS 1. SPIERER, CAPTAIN VICE B SANTA CLARITA VALLEY STATION SUBJECT: BUSINESS LICENSE ENFORCEMENT As you may be"aware, approximately two years ago the Los Angeles County Auditor -Controller recommended that business license enforcement which was a joint responsibility of the Sheriff's Department and the Treasurer Tax Collector, be streamlined, eliminating a duplication of effort in order to be more efficient and responsive. As a result, representatives of the Sheriff's Department and Treasurer Tax Collector met, conferred and agreed to transfer certain license enforcement responsibilities to the Treasurer Tax Collector, the Sheriff's Department keeping those of special interest to law enforcement. We are now at the point of implementation. Effective January 1, 1990 the Sheriff's Department will implement the final phase in the transition of enforcement of Business License Laws to the Office of the Treasurer Tax Collector. As of that date, the Business License Unit of the Vice Bureau will be responsible for investigating only the following license applications: Billiard Room, Bookstore, Bookstore (Adult), Bingo Operator, Bingo Manager, Bingo Supplier, Card Club, Escort Bureau, Explosives, Gun Dealer and Massage Parlor. Additionally, the License Unit will have responsibility for regulation of the following licenses: Rifle Range, Salvage Collector, Salvage Dealer, Second Hand Dealer and Trade-in Dealer. These regulatatory functions will be in conjunction with other units within the Department. The areas of investigation and enforcement responsibility transferred to the Treasurer Tax Collector include, but are not limited to: Ambulance Operation, Carnivals, Coin Games of Skill, Dance, Entertainment, Funeral Escort Service, Game Arcades, Health Clubs, Locksmiths, Massage Technicians, Model Studio, Motor Vehicle Rental, Outdoor Festival, - 2 - December 15, 1989 Peddlers, Picture Arcade, Private Patrol Service, Public Eating, Rodeo, Sound Vehicle, Taxicabs, Tow Trucks and Valet Parking. This transition will affect all unincorporated areas of the county and the following contract cities: Agoura Hills, Lancaster, Palmdale, Santa Clarita and Westlake Village. In the future other.contract.cities who have adopted the Los Angeles County Business License Ordinance may.also elect to be included in the service performed by the Treasurer Tax Collector. For simplification of process, all license application procedures will start, as in the past, with the applicant contacting the Office of the Treasurer Tax Collector, 320 West Temple street, Room 1165, Los Angeles, 90012, Telephone (213) 974-2011. Any person contacting your Unit to request information relating to Business License Application procedures or fees should be referred to that office of the Treasurer Tax Collector.
