AGENDA REPORT City Manager Approval Item to be presented by: Andrea.Daroca CONSENT CALENDER DATE: August 14, 1990 SUBJECT: Adoption of Resolution 90-152 allowing Citizens to utilize credit cards for Parks and Recreation fees. BACKGROUND: In the City's efforts to offer a wider range of services to its community, staff would like to begin accepting credit cards for the payment of Parks & Recreation's registration fees. Offering a credit card service is directly in line with the City's philosophy to make registration as convenient as possible to those we serve. The option to use credit cards would be available to those who wish to walk-in or mail -in their registration fees. This added option has the potential to service more people through the mail -in registration, thus saving many of the City's residents from making a'special trip to City Nall. There are two main costs involved in offering the credit card service. They include the monthly bank discount fees and the purchase price of an imprinter. The imprinter is a.one time purchase and costs twenty.five dollars ($25). The City would also pay a monthly discount fee of 3.5% on all charge card sales that are deposited to its account. These fees are standard fees which all banks charge. The City would absorb the full cost of offering this service rather than charging a surcharge to those who use their credit cards. Other cities that offer this service also absorb the full or partial cost of the fees. Implementing a credit card service would -require very little modification to our current internal procedures for accepting fees. We will be able to offer an additional service without the need for any extensive staff training, procedural revisions, or added staff. It is recommended that the City Council review and adopt Resolution 90-152 authorizing the acceptance of credit cards. Aw!opted: %�/ d Agenda Item: J9 RESOLUTION NO. 90-152 r . A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA APPROVING THE ACCEPTANCE OF CREDIT. CARDS FOR THE PAYMENT OF PARKS AND RECREATION FEES WHEREAS, The City of Santa Clarita is using Valencia National Bank as a depository bank, and WHEREAS, It is proposed to authorize.the acceptance of Mastercards and Visas for the payment of Parks and Recreation fees for further deposit to the account of the City of Santa Clarita, and WHEREAS, Valencia National Bank requires the approval of the City Council for the acceptance.of Credit Card Sales Slips as depository items, and the guarantee of chargebacks to its account as set forth in Section 11 of the Bank Card Merchant Agreement. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, Section 1. That Valencia National Bank, as a designated depository bank for the City of Santa Clarita (including its corresponding bank) is hereby requested, authorized, and directed to accept Credit Card Sales Slips for deposit into the account of .the City of Santa Clarita, Section 2. That the City guarantees chargebacks to its depository account as set forth in Section 11 of the Merchant Agreement, Section 3. That in order to establish the Merchant Account Services, Andrea Daroca, the City Finance Director and Treasurer, is hereby, authorized to sign the Bank Card Merchant Agreement and the Bank Card Merchant Agreement Addendum A on behalf -of the City of Santa Clarita.
