Caravalho DATE: August 28, 1990 SUBJECT: DAY LABORER SITE OPTIONS AND COSTS DEPARTMENT: City Manager BACKGROUND• On August 14, 1990, City Council received a progress report on day laborers action plan. City Staff is proceeding to establish a day laborer site as City Council has requested. The purpose of the attached report is to present to the City Council approximate budget information as it relates to costs of leasing land for potential sites and additional site amenities as well as providing options for consideration. RECOMMENDATION• The Council to consider options and amenities budget and provide direction to staff. Agenda Item: Agenda Report: Day Ler Site August 28, 1990 Page 2 10 DAY LABORERS' SITE OPTIONS AND COSTS Owners of vacant parcels of land have been contacted. Several owners in the vicinity of where day laborers now congregate are interested in leasing their property for potential use as a day laborer site. The location and approximate costs of these parcels are as follows: Owner/Address: 1. Masters College 23576 San Fernando Road Zone: C3 2. Anawalt Lumber 22427 Market.Street Zone: M1 3. Southern Pacific Transportation (In the vicinity of Market and Railroad.) 4. Newhall Nine, Ltd. 23870 San Fernando Road Zone: C3 Leasine Costs/Terms: Potential for leasing. If City wishes to consider proposal, it will be sent to owner to lease at approximately 10 to 120 per square foot. Costs for 20,000 to 24,000 square feet are $2,000-$2,400 per month. Leasing of 19,000 square foot parcel available at approximately $2,300 a month. One year lease at most. Potential leasing of sites in the general area on a month-to-month basis at 10c per square foot or $2,000 per month. Site needs a 20 -foot clearance area from center of track. Site leasing costs unknown and owner unable to contact. 5. Arthur Grayson Same as above. 23800 South San Fernando Road Zone: C3 In assessing the feasibility of using available sites as it relates to needed site improvements and location for use of site for day laborers, the Masters College parcel is most preferred. City staff is also exploring the possibility of having the land donated for this program. At this time, citizen and merchant opinion for establishing a site on this location.is unknown. A survey was conducted by the Sheriff during its two-week.foot patrol assignment to determine the City's day laborer population. The City averages from 40 to 60 men at most; up to 100 men will solicit work during the morning hours of 7:00 to 8:00 a.m. It is estimated that to adequately serve the City's day laborers, a 20,000 square foot parcel would be large enough for a day laborer site and its accompanying amenities. Agenda Report: Day L®rer Site August 28, 1990 Page 3 In considering a potential site for the purpose of providing a safe and decent place for day laborers to gather, a site can offer minimal or extensive supervision and amenities. The less formal site sets up an unsupervised hiring area for day laborers to gather and solicit work. The formal site provides an area with coordinators on site to provide day-to-day supervision and oversee a structured procedure to obtain work at the site. This major difference necessitates the inclusion. of office space in the form of a commercial trailer as part'of the site plan.. Both options will require costs incurred from the leasing of land, on-site improvements, fees,.utility hook-ups, trash pick-up, and required amenities:, portable toilets, trash receptacles, patio, benches and tables, and drinking fountains. If a comprehensive program is put into place, a large concern is site - manageability. The City may wish to contract with a non-profit agency for this purpose. A benefit is that this arrangement would lessen the liability, concerns for the City. In this case, the City would go through a competitive bid process, would contract with a non-profit agency to manage and provide outreach services for the program. The City would still pay the costs of_ leasing of land and site improvements, provide the utilities and needed equipment. A.site almost completely alleviates the local problems associated with day laborers; however, success depends on the voluntary compliance of both the day laborers and employers to cooperate and go to the new site. It is necessary,. therefore, to include the manpower to inform and suggest to day laborers and employers that a new hiring area has-been established for their use. Based on other cities' experience, law enforcement has been successful in this effort. An integral part of the program will include an initial and ongoing marketing and outreach plan. SITE OPTIONS AND APPROXIMATE COSTS: Option 1) Designated day laborer hiring area. Approximate cost: $234,774. Option 2) Day laborer site. Approximate cost: $201,900. Option 3) Day laborer site managed by non-profit agency. Approximate cost: $216,900. (Approximate payment to_agency is $42,000-45,000.)
