Medina SUBJECT: DISADVANTAGED BUSINESS ENTERPRISES (DBE) ANNUAL GOAL DEPARTMENT: Public Works BACKGROUND Some of the Capital Improvement Projects constructed in the City are partially financed by Federal -aid funds. Under the guidelines of the Federal Highway Administration (FHWA), the City is required to utilize Disadvantaged Business Enterprises (DBE) in all.aspects of contracting to the maximum feasible. The City, its contractors, and subcontractors, must ensure that the DBE firms have the maximum opportunity to participate in the performance of contracts and subcontracts. The DBE goal is determined by comparing all the City's roadway type projects with a list of the percentage of DBE contractors in the Southern California area who are available to bid this work. A weighted average is then figured to predict what percentage of DBE contractors/subcontractors would be available to bid a specific project. The goal/weighted average°for this year has been determined at 11%. California Department of Transportation (Caltrans) who administers the DBE Program for the FHWA has approved our proposed annual DBE goal of 11% for Fiscal Year 1990-91. The proposed annual DBE goals must be re -submitted to Caltrans for their approval, each fiscal year. RECOMMENDATION 1. The City Council adopt the DBE Annual Plan Coal of 11% approved by Caltrans. 2. The Director of Public Works be directed to implement the use of the DBE Program on Capital Improvement Projects that are partially financed by Federal -aid funds. /tw APPROYED Agenda Item.
