Medina DATE: July 10, 1990 SUBJECT: DECORO DRIVE - PROJECT NO. 89-9 (PHASE I) VISTA DELGADO DRIVE TO SECO CANYON ROAD AWARD OF BID DEPARTMENT: Public Works BACKGROUND On June 12, 1990, the City Council authorized this project to be advertised for bids. The purpose of this project is to construct a widened roadway to join the existing four -lane roadway improvements west of Vista Delgado Drive completed by the Valencia Company. On July 5, 1990, two bids were received by the City of Santa Clarita for Phase I construction consisting of the widening of the north side of Decoro Drive from approximately 50 feet east of the existing structure at the flood control channel to Seco Canyon Road, and were for the following amounts: Company Bid Amount 1. R.C. Becker $219,631.52 2. Excel Paving $239,369.75 3. Engineer's Estimate $302,000.00 The low bid was submitted by R.C. Becker and is below the engineer's estimate of $302,000. It was reviewed for accuracy and conformance to the contract documents, and was found to be incomplete. The required "Disadvantaged Business Enterprises" forms for subcontractor compliance were not included in this bid package, therefore disqualifying the low bidder's submittal. This project has been budgeted in the City's 1990-91 Fiscal Year Budget under Account No. 25-96029-227. RECOMMENDATION /ce 1. Award the contract to the second low bidder, Excel Paving, in the amount of $239,369.75. 2. Authorize the Mayor to execute the contract with Excel Paving in the amount of $239,369.75, after the required bonds and insurance forms have been submitted by the contractor. APPROVED ;iom, daltem:
