HomeMy WebLinkAbout1990-01-23 - AGENDA REPORTS - DECORO DR WIDENING (2)AGENDA REPORT City Manager Approval Item to be presented y: NEW BUSINESS John Medina DATE: January 23, 1990 SUBJECT: DECORO DRIVE 0 NING DEPARTMENT: Public Works BACKGROUND The opening of Decoro Drive between Vista Delgado Drive and McBean Parkway is scheduled for the first week of February 1990. This new roadway which is substantially in the unincorporated area was recently constructed by the Valencia Company. The new roadway will be under the jurisdiction of the County of Los Angeles. The majority of the intersection of Decoro Drive and Vista Delgado Drive, as well as the existing segment of Decoro Drive between Seco Canyon Road and'Vista Delgado Drive, is within the City. A design concept for this previously approved project has been developed and discussed with the Newhall Elementary School and the proposal will be submitted to the school board for the necessary right of way within a few weeks. It is estimated that this project which includes bridge construction will be completed within 8-10 months. In the interim, in order to maintain traffic flow by providing a left turn pocket for eastbound Decoro Drive traffic and a through/right turn lane, restriping will be required on Decoro Drive between Seco Canyon Road and Vista Delgado Drive. The restriping will require the elimination of parking on both sides of Decoro Drive between Vista Delgado Drive and Seco Canyon during this 8-10 month period. Parking will be restored upon completion of the roadway widening, or as soon as practical. Residents have been contacted and notified that this parking issue is on the January 23, 1990 Council agenda. A total of eight property owners fronting Decoro Drive will be impacted during this interim period. It is understood that this will be of considerable inconvenience to these property owners, however, it is essential for traffic safety, and parking will be restored upon completion of the roadway widening project. The results of traffic studies conducted by the City, the County and the . Valencia Company indicate that a traffic signal together with crossing guard service is appropriate at the intersection of Vista Delgado Drive and Decoro Drive. Because .of the pedestrian traffic generated by the junior high and grammar school, the Valencia Company has agreed to install a temporary traffic signal prior to the opening of the newly constructed roadway. The cost of this temporary installation is estimated to be $35,000. A permanent signal system will be installed upon widening of the roadway, and it is anticipated that a substantial portion of the temporary signal equipment can be salvaged for the permanent installation. Adopted: lc8if'o Agenda ltem:� Page 2 • The City Council on November 14, 1989 appropriated $302,000 for this project and authorized expenditure of funds to widen Decoro Drive between Vista Delgado Drive and Seco Canyon Road. The total cost estimated for this project is $802,000 of which $500,000 will be provided by the Valencia Company. The installation costs for the temporary signal system can be accommodated within the budgeted funds. The costs for the crossing guard service for the remainder of this fiscal year is estimated at $3,500 of which sufficient funds exist in Crossing Guard Account No. 01-8603-227. RECOMMENDATION 1. Authorize construction of a traffic signal system at Decoro Drive and Vista Delgado Drive. 2. Authorize a crossing guard for the west crosswalk of Decoro Drive and Vista Delgado Drive. 3. Adopt Resolution No. 90-16 establishing "No Stopping Anytime" regulations on both sides of .Decoro Drive between Vista Delgado Drive and Seco Canyon Road. The parking prohibition on the south side may be rescinded by the Council upon recommendation by staff as soon as the roadway improvements are completed,'or sooner if appropriate. I vzavo OW 1 J a OQY513Q YISIA L lI / W / N C U • 16 RESOLUTION NO. 90-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, PROHIBITING THE STOPPING OR STANDING OF VEHICLES ON DECORO DRIVE IN THE CITY OF SANTA CLARITA WHEREAS, the extension of Decoro Drive between Seco Canyon Road and McBean parkway is expected to increase traffic volumes on Decoro Drive, and WHEREAS, the increased traffic volumes on Decoro Drive will require a greater use of the available roadway, and WHEREAS, it is consistent with normal traffic engineering practices to establish parking restrictions where additional roadway width is needed for traffic flow, and WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets, or highways, or portions thereof, during all or certain hours of the day. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: Section 1. That the stopping or standing of vehicles on the following streets, or highways, or portions thereof, shall be prohibited during all hours of every day. (1) On the north side of Decoro Drive from Seco Canyon Road to Vista Delgado Drive. (2) On the south side of Decoro Drive from Vista Delgado Drive to Seco Canyon Road Section 2. That the prohibition as described herein shall apply when appropriate signing giving adequate notice thereof have been installed at the location described in Section 1 and Section 2. Section 3. That staff shall install appropriate "No Stopping Anytime" signs of this resolution. Section 4.
