At the request of the Valencia North Valley and Santa Fe Homeowners
Associations, the traffic engineering staff has conducted a study of Del Monte
Drive for driver -sight distance restrictions associated with on -street parking.
Del Monte Drive is 40 feet wide between curbs, and parking is permitted on both
sides of the street. Existing driver -sight distance at intersecting streets is
restricted by the .curving alignment.of the street and by parked vehicles. The
driver -sight distance can be improved by the -prohibition of parking on the south
side of Del Monte Drive between E1 Paseo Drive an Huerta Drive, and on the north
side of the street at entrances to the Santa Fe .condominium project. Attached
for your information is the staff report on the subject.
RECOMMENDATION
Adopt Resolution No. 90-167 authorizing the installation of parking prohibitions
on Del Monte Drive. Direct staff to install the appropriate signs and markings
to effect the parking prohibitions.

This letter is being written on behalf of the Valencia North Valley Homeowners Association and the Santa Fe
Homeowners Association regarding the traffic and parking conditions on West Del Monte Drive.
Representatives from both of the Associations met yesterday with Hr. Ken Johnson, Assistant Traffic Engineer,
and as a result of that meeting would like to request the following:
1. That the curbs on either side of the three entrances on Del Monte Drive into the Santa Fe
Condominium Complex be painted red a minimum of 50 feet (or longer if deemed necessary for the
safety of those people exiting the complex).
2. That parking be permanently restricted on the south side of Del Monte Drive between E1 Paseo
Drive and Huerta Drive.
It is believed that the above requests will help to alleviate the problems that people from both of these
Associations have encountered while trying to enter Del Monte Drive from the North Valley side and from the
Santa Fe side of the street.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, PROHIBITING THE
STOPPING OR STANDING OF VEHICLES ON PORTIONS OF
DEL MONTE DRIVE IN THE CITY OF SANTA CLARITA
WHEREAS, the safety of the motoring public would be enhanced by the
prohibition of parking on certain portions of Del Monte Drive.
WHEREAS, California Vehicle Code Section 22507 provides for local
authorities to prohibit or restrict the stopping, parking or standing of
vehicles on certain streets or highways, or portions thereof during all or
certain hours of the day.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE AS FOLLOWS:
Section 1. That stopping,standing or parking of vehicles during
all hours of the day shall be prohibited as follows:
(1) Del Monte Drive, on the south side, between E1 Paseo Drive and
Huerta Drive.
(2) Del Monte Drive, on the north side, for 80 feet west of and 30
feet east of the three driveways to Santa Fe condominiums.
Section 2. That the prohibition of stopping, standing or parking of
vehicles as provided herein shall apply when appropriate signs or curb
markings- giving adequate notice thereof have been placed as described in
Section 1.
Section 3. That staff shall install the necessary signs or curb
markings to effect this Resolution.

SUBJECT: DEL MONTE DRIVE PARKING PROHIBITIONS
REQUEST
The Valencia North Valley Homeowners Association and the -Santa Fe Homeowners
Association have requested an investigation of on -street parking on Del Monte
Drive. The City has received a number of expressions of concern from the
homeowners associations and residents of the area about driver visibility for
vehicles entering Del Monte Drive. Reduced visibility from parked vehicles
are the main areas of concern.
RECOMMENDATION
It is recommended that on -street parking be prohibited on:
1. The south side of Del Monte Drive between E1 Paseo Drive and Huerta Drive.
2. The north side of Del Monte Drive for 80 feet east of and 30 feet west of
each of the three driveways to the Santa Fe condominium complex.
CONDITIONS
Del Monte Drive is a two-lane residential collector street about 0.7 miles
long. It has a curb -to -curb width of 40 feet over most of its length, and
parking is permitted on both sides of the street. Del Monte Drive has a
curvilinear alignment, and it is posted for a 35 m.p.h. speed limit.
Del Monte Drive is the main access street for about 600 housing units. The
south side of the street is developed with single-family residential housing,
served by a seriesof short cul-de-sacs about 250 feet apart. This area is
within the. Valencia North Valley Homeowners Association. The Santa Fe
condominium complex is developed on the north side of Del Monte Drive, and
this development has three main driveways to -Del Monte Drive which are located
opposite three of the cul-de-sacs on the south side. None of the housing
units front on Del Monte Drive.

On -street .parking is permitted on both sides of the street, and up to 50
vehicles have been observed parking on Del Monte Drive between E1 Paseo Drive
and Huerta Drive. The vehicles are parked primarily on the north side of the
street in the vicinity of the three entrances to Santa Fe. About 40 percent
of the 80 available parking spaces are occupied on the north side of Del Monte
Drive between E1 Paseo Drive and Huerta Drive, and about 15 percent of the 65
available spaces on the south side are occupied. The concensus of the
homeowners group representatives is that most of the on -street parking is from
residents of the Santa Fe condominiums. The observations also showed that
about 25 percent of the parked vehicles an Del Monte Drive were stored for
longer than 72 hours.
DISCUSSION
The sight distance issue was initially brought to the attention of staff by
several residents of Valencia North Ranch who were concerned about exiting
Benito Court and Sival Court to Del Monte Drive. Parked vehicles and high
travel speeds an Del Monte Drive restricted the view of oncoming vehicles.
Short sections of red curb were installed on Del Monte Drive at these streets
to improve driver sight distance. After additional inquiries about parking
restrictions at other locations on Del Monte Drive, the homeowners
associations for Santa Fe and Valencia North Ranch were contacted to discuss
consistent parking controls for the entire street.
A meeting was held on August 1, 1990, with the two homeowners groups along Del
Monte Drive. Both representatives were concerned about driver sight distance
at access points to Del Monte Drive. Also, of concern was the retention of
some parking on Del Monte Drive for excess Santa Fe parking demand so that
these vehicles would not park in cul-de-sacs on the south side of the street.
It was the consenses of the group to prohibit parking along the entire south
side of Del Monte Drive and also prohibit parking near the Santa Fe
driveways. A letter from the homeowners associations is attached with their
specific requests.
A review of the parking demand on Del Monte Drive showed that parking should
be prohibited on the south side of Del Monte Drive to provide sufficient
driver sight distance between the closely spaced cul-de-sacs. Additionally,
parking should be prohibited on the north side of Del Monte Drive for 30 feet
west and 80 feet east of each of the three Santa Fe driveways. Sufficient
driver sight distance will be provided with these parking prohibitions. The
remaining available on -street parking supply of about 65 parking spaces will
be sufficient to accommodate existing parking demand on Del Monte Drive. The
proposed parking prohibitions are illustrated on the attached sketch.
