SUBJECT: Selection of Development Impact Study Consultant

BACKGROUND
City staff was given the, approval by the City Council to receive proposals from
consultants to perform the development impact fee study. The development impact
fee would allow the city to establish and collect fees from developers to
provide for city-wide infrastructure needs as development takes place. The
Finance Department requested and received six proposals which were reviewed by
all the city department heads. Of the six, three were interviewed, including
Recht Hausrath & Associates, David M. Griffith & Associates, Ltd., and Willdan
Associates. The interviews, which included all four department heads, have.now
been concluded and references have been performed on the top candidate.
The top candidate is Recht Hausrath & Associates. Recht Hausrath is experienced
in performing the study and has completed the fee study for several California
cities including Modesto and Stockton. They have also presently -been retained
to perform the study for the cities of Burbank and Encinitas.
This study includes all infrastructure needs except water and sewer. The Public
Works Department is in the process of developing master plans for both facili-
ties and will return at a later date with these and the associated impact fees.
RECOMMENDATION
At this time, city staff would recommend to the City Council that they approve
staff's selection of Recht Hausrath & Associates, allow staff to negotiate and
the mayor to sign the contract. Transfer funds from the contingency account
01-4101-290 in an amount not to exceed $60,000 to account 01-4600-227.
