SUBJECT: Request to Commission Development Impact Fee Study

BACKGROUND
Santa Clarita, like many other. cities nation-wide, is experiencing rapid
increases in population growth and development. The question confronting cities
undergoing rapid growth is how to finance expanding needs without levying
charges against existing taxpayers when these costs are being generated by new
developments.
Development impact fees are one way to supplement the necessary fundings
required for such an undertaking. Impact fees are charges to developers for
off-site improvements that must be provided by local government to serve the new
development.
When the City of Santa Clarita incorporated, it inherited major infrastructure
needs. Now it would behoove the City to prepare for the future by collecting
the funds to provide for public facilities as a result of new development. The
adoption of development impact fees would allow the City many benefits.
Projects such as the construction of new roads, libraries, fire stations,
sewers, as well as a civic center, would have a great impact upon the City and
surrounding areas.
Funds have not been provided in fiscal year 1990-91 to perform this study,
therefore, if Council approves staff to begin the Request for Proposals from
consultants and accept such proposals, staff will return to request needed funds
to perform the study.after proposals have been analyzed.
That the City Council authorize staff to begin the Request for Proposal process
to perform a development impact fee study.
