Medina At the Council's request, we have met with the local water purveyors and the Castaic Lake Water Agency to discuss mutual concerns regarding potential hazards to the groundwater supply of the Santa Clarita Valley as a result of the siting of the proposed Elsmere Canyon Landfill. It was agreed that we would all share in the cost of using.Richard C. Slade, Consulting Groundwater Geologist, who has done -several studies and is familiar with the groundwater basin in the Santa Clarita-Valley. Attached is a copy of the letter from Mr. Slade which describes the issues which he feels need to be addressed in the siting of the proposed landfill. The following is a summary of the issues enumerated in Mr. Slade's letter: • Geologic - Sufficient historical data and field investigations are necessary to clearly understand the geology at, and adjacent to, the proposed site. • Geologic Structure - Bedding planes, their direction and depth as well as existing faulting in the area must be complete, without gaps, and in sufficient detail to determine what effect they may have on the landfill, and more importantly, on the surrounding area. • Hydrogeologv - Develop data on the expected.flow of underground water as it relates to the geology of the area and the effects of a landfill on this groundwater system. • Hydrologic - The effects of surface water run-off through the landfill area. • General - This relates to a clear direction and support by consultants registered in their field of expertise, the mitigation measures proposed, and the integrity of the liner system required by State law for non -hazardous landfills. These are certainly not all of the concerns regarding the proposed Elsmere Landfill. They are simply those which we feel are necessary and must be considered in the environmental impact process. We propose to send this information along -with the Council's input on the report to the Los. Angeles County Sanitation District, the Department of Agriculture, United States Forest Service for inclusion in the environmental process. A copy will also be sent to APPROVED Agenda Item:� 0 the City, County of Los Angeles, as well 'as to BKK. This letter will be signed by the City, the Castaic Lake Water Agency, and the Santa Clarita Valley Water Association which represents the local water purveyors. We believe that the environmental process which includes all of these issues will help .all of us assess and have a better understanding of the impacts of this landfill on our groundwater supply. Mr. Slade will be available at the meeting to discuss his report. Authorize the City Manager to sign a joint letter with the water agencies transmitting the consultants listing of items required to be addressed. Letters are to be sent to the Los Angeles County Sanitation District, the U.S. Forest Service, the City of Los Angeles, and legislative representatives that need to be aware of the concerns expressed by the City, the Agency, and the water purveyors.
