ELSMERE CANYON PRESERVATION COMMITTEE REQUEST FOR BALLOT
INITIATIVE
City Manager
Ms. Marsha McLean, Co -Chairperson of the Elsmere Canyon Preservation Committee,
has requested the City Council ,place an item on the agenda to consider placing
an initiative on the ballot in April to let the citizens of the City of Santa
Clarita vote on whether the City Council should oppose the proposed landfill in
Elsmere Canyon.
In light of the proposed facility being located outside the City's corporate
limits and within the County's, jurisdiction, and the additional expense of a
ballot initiative, knowing full well that the vote will be that the voters do
not want a landfill in the Santa Clarita Valley, it may be -ill-advised to go
through such a process. The City Attorney has advised staff that if the
initiative were placed on the ballot, it would provide no legal benefit since
the facility would be located outside the City and not within its jurisdiction.
Further, the cost of such an election would be approximately $100,000.
The City'Council has scheduled a forum on January 24, 1990 to take input from
the community, both written and oral. The input received through this forum,
Council meetings and information sharing will be greater than that provided by a
ballot initiative, affording the Council a clear understanding of the
community's feelings regarding the options available to the City.
RECOMMENDATION:
The City Council not place this matter on the ballot.
