NEK BUSINESS John Medina DATE: May 22, 1990 SUBJECT: EMERGENCY PREPAIREDNESS DEPARTMENT: Public Works BACKGROUND When the City was incorporated on December 15, 1987, an ordinance addressing emergency preparedness was adopted. This ordinance charges the City Manager, as the Director of Emergency Services, with the responsibility for assuring proper planning and organization in the event of an emergency or disaster. The City has taken a number of steps to establish a viable emergency preparedness program. In June 1988 the City Council unanimously passed a motion to create an Emergency Preparedness Committee. On September 12, 1988 a small technical advisory group, referred to as "Executive Emergency Team," was convened by the City Manager. The Committee, under the direction of the City Manager, assisted by the Director of Public Works, has proceeded to develop the City's Emergency Preparedness manual and establish an Emergency Operating Center. Additionally, the City became a party to the California Disaster and Civil Defense Master Mutual Aid Agreement and adopted a resolution relative to Worker's Compensation Benefits for Registered Volunteer "Disaster Service Workers." On December 18, 1989 the City hired a full-time Emergency Preparedness Coordinator. The Emergency Preparedness Coordinator has accelerated the preparedness process and has had meetings with members of the community to assure full -coordinated preparedness. Attached is a listing of accomplishments to date and some of the major tasks scheduled for the remainder of this year. Basic Plan (Part One) - Draft Completed b. Annexes A Through R (Part Two) - Draft Completed C. Parts One and Two presented to Emergency Services Staff for review and input. d. Provided to OES for preliminary review and comment. e. Will submit to OES for approval by May 31, 1990. 2. Resource List a. Second mailing to area businesses was mailed on February 9, 1990; received 166 responses by March 5, 1990. b. Will coordinate with GSA/Financial Services to determine appropriate computer program for multi -agency accessibility to list. (Responses from second mailing will be consolidated with those received and published last year.) 3. Emergency Communications a. Mobile radio was purchased for Public Works Director vehicle which will provide communications with County Public Works. Will provide communications, via County frequency, to future field personnel for emergency purposes only. b. Coordination began with County Radio Amateur Civil Emergency Services (RACES) Coordinator to determine procedure to be followed to provide equipment and personnel to City's Emergency Operating Center (EOC). C. Coordination initiated with City Clerk and Parks and Recreation to locate available space within City -owned facilities for conducting amateur radio training classes. d. Extensive coordination with Pacific Bell to design telephone system for City Council Chambers EOC. The system has been designed. Additional coordination is in process to gain approval of purchase and acquire services of electrician. 4. Emergency Public Information a. Met with Sheriff's representative and KBET Radio Station to establish liaison for public information release when needed. b. Provided KBET Radio with technical information and materials for anchoring electronic equipment to resist effects of earthquake. 5. Notification List a. Developed emergency notification list, with 24-hour telephone numbers, and provided to City's Emergency Services Staff. 7. Community Preparedness a. Coordinating with Red Cross for response to requests for public education programs, until a comprehensive program can be developed. b. Soliciting and gathering information from various sources for use in developing a comprehensive public education program. C. Participating in Annual Country Fair meetings and activities. d. Participated as a panel member at a Community Earthquake Preparedness seminar, sponsored by Henry Mayo Newhall Memorial Hospital and hosted by Magic Mountain. e. Coordinated with Public Information Officer for release of information to the media regarding Earthquake Preparedness Month. 8. Evacuation Procedures a. Provided coordination for procedures for City Hall, areas. development of emergency evacuation including identification of assembly 9. Emergency Supplies a. Preliminary calculations have begun regarding amounts and types of emergency supplies needed to be purchased for City employees. 10. Earthquake Month a. Drafted City proclamation for City Council to endorse Earthquake Preparedness Month. City's proclamation is posted in the State Capitol, outside the Governor's Office. b. City Hall participated in statewide duck, cover and hold drill on April 3, 1990 at 10:00 a.m. C. Attended briefing for 1990 campaign. Campaign materials were provided to the City by State OES, via Los Angeles County. Emergency Preparedness Page 2 6. Emergency Operation Centers (EOC's) a. Met with staff from College of the Canyons to discuss establishment of an EOC on their campus. b. Designed layout of City Council Chambers EOC. C. Designed status boards needed for Council Chambers EOC. d. Provided coordination and review of feasibility study of proposed emergency power system for EOC at College of the Canyons. e. Prepared list of potential issues to be addressed in formal agreement for EOC at College of the Canyons. (List will be provided to City Attorney for formalizing agreement.) f. Purchased supplies and equipment needed for City Council Chambers EOC. 7. Community Preparedness a. Coordinating with Red Cross for response to requests for public education programs, until a comprehensive program can be developed. b. Prepared a copy of a Public Works Mutual Aid Agreement between the counties of Los Angeles and Orange which allows cities to participate. The document was submitted to the City Attorney for review and to City Council for approval. 12. Upland Earthquake a. Collected and disseminated information regarding the February 28 event. b. Collected and disseminated information regarding the March 2 aftershock. C. Maintained log of activities related to these events. 13. Training and Education a. Attended a Pacific Bell Emergency Preparedness seminar for business and industry. Received guided tour of the Newhall facility. Obtained list of attendees for use in coordinating with business and industry in the area. b. Attended a Pacific Bell Emergency Preparedness seminar addressing lessons learned from the Loma Prieta earthquake in October 1989. C. Attended a school's earthquake seminar which provided information and materials for use in training programs. 14. Liaison Activities a. City - Participated in City's Strategic Planning Meeting. Interaction with Current and Advance Planning personnel regarding earthquake studies. Introduced City's Volunteer Coordinator to the Emergency Preparedness Council. Provided input to the Safety Element of the City's General Plan. Accompanied Sheriff's personnel in fly -over of the Santa Clarita Valley for purposes of hazard identification and vulnerability analysis. b. Business and Industry - Met with representatives of Lockhead to discuss planning and preparedness issues and to provide informational materials. C. Red Cross - Participated in meetings at local branch of Red Cross to discuss the City's new Emergency Preparedness Program and areas of mutual concern. d. Attended meeting of Amateur Radio Club of Santa Clarita Valley to discuss their role in the City's Emergency Preparedness Program. e. Developed printed informational materials regarding Emergency Preparedness for distribution within the community. Emergency Preparedness Page 5 3. July 1990 a. Implement comprehensive training program for the community. b. Implement training program for City employees. Establish schedule to conduct training for new employees as part of their orientation. C. Coordinate with City's Volunteer Coordinator to establish a formal volunteer program, with registration cards, campaign, etc. d. Redesign message forms for use within the EOC. 4. August 1990 a. Conduct training programs for residents and new City employees. b. Incorporate results obtained from the citywide skills assessment into Part Three of the Emergency Plan. C. Develop a hazard mitigation program for anchoring of building contents within City Hall. 5. September 1990 a. Conduct training programs for residents and new City employees. b. Present recommendations for implementation of hazard mitigation program for City Hall to City Council. 6. October 1990 a. Make preparations for City's participation in countywide exercise. b. Conduct training programs for residents and new City employees. 7. November 1990 a. Conduct briefing of City staff regarding countywide exercise tentatively scheduled for November 30, 1990. b. Participate in countywide exercise. C. Conduct critique of City's participation in countywide exercise. d. Conduct training programs for residents and new City employees. 8. December 1990 a. Make all necessary revisions/modifications to the Emergency Plan, based upon lessons learned during the November exercise. b. Gathered and provided information regarding proposed countywide exercise scheduled for May 31, 1990. PROPOSED ACTIVITIES 1. May 1990 a. Conduct briefing of City staff regarding countywide exercise. b. Participate in countywide exercise. C. Coordinate completion of City's resource list addendum. d. Participate in annual "Home Show" at College of the Canyons. e. Conduct meeting of City's Emergency Preparedness Committee to discuss status of the Emergency Plan, the City's participation in the countywide exercises and the program in general. f. Obtain and incorporate additional department head input into City's Emergency Plan. g. Purchase audio/visual training programs related to Emergency Preparedness. h. Develop formal organization of Emergency Services Staff. i. Review and incorporate suggested changes by OES into City's Emergency Plan. 2. June 1990 a. Conduct critique of City's participation of Countywide exercise. b. Participate in annual Country Fair at Hart High School. C. Work on completion of Part Three (Standard Operating Procedures) of the Emergency Plan. d. Work on development of comprehensive training program for the community with Sheriff's representatives, Red Cross personnel, and other appropriate agencies/individuals. e. Coordinate with Sheriff, Chamber of Commerce, Red Cross and other appropriate agencies to conduct a citywide skills assessment. f. Develop training program for City employees. g. Install telephone system in City Council Chambers EOC. h. Submit City's Emergency Plan to OES for approval. i. Meet with College of the Canyons personnel to discuss issues to be addressed in formal agreement concerning City's use of the College as an EOC.
