CORPORATE FACILITIES ESCROW. DESIGN AND IMPROVEMENTS

The City has recently acquired an existing building and yard which will be
converted for use as the new Corporate Facilities. This facility will house the
maintenance forces for both the Parks and Public Works Departments.
Modifications will need to be made to the facility before it can be used. The
first phase of these modifications include construction of office space, locker
and shower rooms as well as secure material and equipment storage facilities.
The first phase modifications are estimated to cost no more than $300,000.
Later phases.will include construction of maintenance shop areas, fuel tanks and
refueling equipment and other systems necessary for the operation of the City's
maintenance functions. Much of the construction work will be accomplished in
specialized phases, using informal bid processes, complying with the Uniform
Cost Accounting procedures. The City. Council will be advised as the
construction phases proceed.
The City will obtain possession of the facility on November 15, 1990, and it is
desired to have the first phase modifications completed by January 1, 1991. To
that end, the services of an architectural and engineering consultant will be
needed to master plan the use of the facility and to prepare the working
drawings for the construction contracts. The staff has interviewed six firms
which responded to a request for qualifications, and has recommended the firm of
Albert C. Martin & Associates for the project. Albert C. Martin & Associates
have extensive experience with Municipal projects such as the proposed corporate
facilities. Their approach to the project and their in-house capabilities make
them the firm most likely to be able to meet the.tight time constraints on this
project.
On June 12, 1990, City Council directed staff to negotiate the purchase of the
Corporation Yard. Negotiations concluded, and Council approved the purchase of
the Corporation Yard for $3.6 million. Escrow has now closed. This was
effective on October 15, 1990. To cover this expenditure, funds are available
from prior year's general fund balance and an increase in the current year's
sales tax estimate in the combined amount of $3.6 million which should now be
moved into Account #25-94002-227. This is consistent with the information which
will be in the City financial report.for 89-90 and consistent with the financing
strategy previously described to Council.

The remaining $325,000 is budgeted in Account 001-4605-220 to cover the cost of
the design and improvements necessary to move into the Corporation Yard. The
work will be performed on an as -directed basis at fixed hourly rates, with a
total budget not to exceed $25,000 for the first phase of the project.
It is recommended that the City Council award a contract for professional
architectural and engineering services related to the master planning and the
design of improvements to the City Yard facilities to the firm of Albert C.
Martin & Associates and transfer the funds described above.
