BACKGROUND
In the past, private day camps have used County swimming pool facilities as an
added feature in marketing their fee based summer day camp programs. The
County's aquatic fee policy was a no charge for all participants.
As of 1989, the City Council adopted a minimal fee based structure for the Parks
and Recreation aquatic programs. This structure allows citizens to participate
during recreational swim periods for the following fees: children 12 and under,
free; 12 and up, 75¢ per day.
The private day camps within the valley are charging an average of $80 per week
for their programs. The age group of the youths participating is between 5 and
13 years. The private.day camps are advertising that swimming at local pools
will be available.
The Parks and Recreation Department recommends that the City Council approve the
charge of a minimal fee (i.e., 75� per participant) to these fee based day
camps, and that the day camps be required to schedule dates and times of use
with the aquatics staff in advance. It is felt that this policy will insure a
safe pool environment by allowing our staff to make the necessary arrangements
for lifeguards during the recreational swim periods. By scheduling the private
day camps,. we will have better control of participant numbers, thus providing
better service to the neighborhood citizens. The Parks and Recreation Com—
mission reviewed the practice of "fee based" day camp programs who choose to use
City aquatic facilities at their regular meeting on May, 21, 1990, and unani—
mously approved the concept of charging a fee and requiring reservations.
RECOMMENDATION
It is recommended that the City Council approve the establishment of a fee for
use of City swimming pools by fee based day camps, and the requirement for these
day camps to schedule dates in advance with the City aquatic staff.
