BACKGROUND
On July 25, 1989, Sections 35781 and 35795 of the State Vehicle Codewhich
relate to unusually large or heavy loads were amended. Specifically, these
sections of the code dictate the.use of a standard application form and the
establishment of a fee for issuance of permits not to exceed the fee schedule,
both developed by the State Department of Transportation. The law further
mandates that these changes in the code be implemented by the local agencies as
of July 1, 1990 and that the fee schedule established by the local agency may be
established by resolution.
Currently we charge $25.00 for processing oversized or overload permit
application as permitted in the City's current Highway Permit Ordinance. These
costs are to verify insurance, check suitability of routes, time of haul, and
conflict with City or private construction contracts along .the route. The MSI
Report presented to .the Council for discussion estimates the cost to process
these permits is $34.85 per permit, however, State law implementing the fee rate
for permit application does not allow us to charge a fee rate to defray the
actual cost for such issuance. The fee may not exceed $15.00 for single trips
and $70.00 for a fixed load on an annual basis. The attached resolution
reflects this maximum fee schedule, and we have informed MSI of this fact.
The Sheriff's Department monitors oversized and potential overloaded vehicles
for permit compliance. The fee is collected by the Finance Department and the
permit is issued by the Public Works Department.
Notice of Public Hearing for adoption of the fee schedule for such oversized or
overload hauls has been duly published for the time prescribed by the City Clerk.
The City Council establish the fee schedule of $15.00 for single trips and
$70.00 for a fixed load on an annual basis to be implemented on July 1, 1990 by
adopting Resolution No. 90-90.

NOTICE OF PUBLIC HEARING
ADOPTING A STANDARD FEE
FOR OVERSIZED AND OVERLOAD HAULS
PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa
Clarita to adopt a standard fee for oversized and overload hauls, in
connection with Assembly Bill 1849, effective July 1, 1990.
The hearing will be held in the City Hall Council Chambers, 23920 Valencia
Boulevard, 1st Floor, the 12th day of June, 1990, at or after 6:30 p.m.
Proponents; opponents, and any interested persons may appear and be heard on
this matter at that time. Further information may be obtained by contacting
the City Clerk's office, Santa Clarita City Hall, 23920 Valencia Boulevard,
Room 301.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, ADOPTING STANDARD FEE CHARGES
FOR OVERSIZED OR OVERLOAD HAULS
WHEREAS, Assembly Bill 1849, signed on July 25, 1989 amended Sections 35781
and 35795 of the State Vehicle Code which relate to unusually large or heavy
loads; and
WHEREAS, these Sections of the Code dictate the use of a standard
application form and the establishment of a fee for issuance of permits not to
exceed the fee schedule, both developed by the State Department of
Transportation; and
WHEREAS, the law further mandates that these changes in the Code be
implemented by the local agencies as of July 1, 1990, and that the fee schedule
established by the local agency may be established by resolution; and
WHEREAS, there are City costs to verify issuance, check suitability of
routes, time of haul, and conflict with City or private construction contracts
along the route, among other things, and these costs exceed the minimum allowed
by law; and
WHEREAS, the fee may not exceed $15.00 for.single trips and $70.00 for a
fixed load on an annual basis; and
WHEREAS, Notice of Public Hearing for adoption of the fee schedule for such
oversized or overload hauls has been duly published by the City Clerk as
prescribed by law and such public hearing conducted;
NOW, THEREFORE, BE IT RESOLVED that the Director of Public Works of the
City of Santa Clarita shall issue oversized and overload permits at a fee of.
$15.00 for single trips and $70.00 for a fixed load on an annual basis, and to
use such application forms as developed by the State Department of
Transportation.
