Proposed County Consolidated Fire Protection District
Developer Fees

The Los Angeles County Consolidated Fire Protection District in conjunction
with the Los Angeles County Public Works prepared, at the Board of Supervisors
direction, a developer fee plan for three.areas under County service. These
are the Antelope Valley, the Santa Clarita Valley and the Malibu -Santa Monica
Mountains areas. Upon acceptance of this draft fee plan, the Board directed
that a public hearing be scheduled for June 21, 1990, and that affected
jurisdictions be notified.
The proposed fee is $0.2086 per square foot of gross floor area of all new,
buildings including residential, commercial and industrial and additions to
any existing buildings of more than 2,000 square feet in floor.area. There
are provisions for in -lieu of assessment procedures such as when an offer of
land dedication is made. The fees are. proposed to be used for capital costs
associated with developing and equipping new fire stations in the Santa
Clarita Valley (benefit area 2). Existing District funding, primarily from
property tax.revenues, would be used for ongoing staffing and maintenance
costs. Monies from the proposed fee would fund the previously announced 5 new
fire stations that are to be built in the Santa Clarita Valley.
The District has represented to City staff that each fee area would be a
separate area of benefit assessment and fees collected in one area would only
be used in that area. In the Santa Clarita Valley, the District has
represented that they will not impose the fee in the unincorporated County
areas unless the City of Santa Clarita adopts the fee schedule and collection
is implemented simultaneously.
A copy of the proposed fee plan with pertinent technical attachments is
attached. A knowledgeable representative from the Fire Protection District
will be at the City Council meeting should the Council wish a presentation or
to ask any questions about the details of the report.
REVIEW OF DEVELOPER FEE PLAN
The Community Development, Finance and Legal departments have previously
received copies of the proposed plan. These departments are conducting their
review from several standpoints; including the cumulative impacts of the fee,
the methodology by which the district proposes fee imposition and contact with
the other affected areas as to status of their review and disposition. Upon
conclusion of this review and attendance and participation of the June 21,
1990, Board of Supervisors Public Hearing, staff would return to Council with

City Council discuss concept of the proposed developer fee plan, provide
direction to staff for the June 12, 1990, Board of Supervisors Public Hearing,
and direct staff to report back as outlined above.

Dear Councilwoman Heidt:
In November 1989, the Los Angeles County Board of Supervisors
ordered the Consolidated Fire Protection District to prepare
a report on the appropriateness and feasibility of a proposed
developer fee for certain areas within Los Angeles County.
The developer fee plan was submitted to the Board in April of
this year and was accepted. The next step is a public
hearing slated for June 21, 1990.
In the very near future, the District will be approaching
your City for support of and participation in the developer
fee plan.
I'm writing to you at this time in order to let you know what
the District has been planning, and I'm enclosing a report on
the developer fee plan so that you may be more informed and
prepared when this issue appears before your Honorable
Council.
