NEW BUSINESS DATE: SUBJECT: DEPARTMENT: BACKGROUND 0 AGENDA REPORT June 12, 1990 Fourth of July Parade and Parks and Recreation 0 City Manager Item to be presented a Jeff Kolin Show The Fourth of July parade and fireworks show has been a. community—sponsored special event for several years. The day's activities have begun with a run, followed by the parade down Lyons Avenue and a fireworks show at Hart High School. Due to increasing spectator numbers, the fireworks show was moved to College of the Canyons, and has been sponsored by the Newhall Signal. In the past two years the City has assisted the Fourth of July Committee by waiving permit fees and Sheriff Department costs. This year the day's activities will again start with a run, followed by the parade down Lyons Avenue. The City Parks and Recreation Department, along with other community organizations, will sponsor a barbecue lunch and penny carnival from 12 noon to 5 p.m. at Newhall Park, followed by the fireworks show at College of the Canyons. In order for an event of this size to take place, several road closures will be necessary, as well as assistance from the Sheriff's Department for traffic and crowd control. The following road closures will be needed: 1) San Fernando Road from Newhall Avenue to Lyons Avenue; 2) Market Street from Newhall Avenue to Cross; 3) Newhall Avenue from San Fernando Road to .8th Street; 4) Orchard Village from San Fernando Road to 16th Street. Road closures will need to be in place by 8 a.m. The Public Works Department and the Sheriff's Department have a detailed traffic plan and have issued the required encroachment permits. Costs for traffic control at the parade, and traffic and crowd control service at the fireworks show have increased substantially from 1989 to 1990. A list of all community events. funded by the City are itemized below, and illustrate the increased costs for security and traffic control. The City Council may also wish to establish a maximum funding level that the City will consider in future years to begin to control the costs of the July 4th activities. Both the parade and fireworks shows draw large numbers of local residents, and are long-standing community events which enjoy substantial community support. Sammee Zeile, of the Newhall .Signal, has indicated that she will be present to address the City Council regarding the funding request for the fireworks show. It is recommended that the City Council: 1. Allocate $18,948 from the contingency fund for the 1990 July 4th parade and fireworks show. 2. Establish a funding limit of $20,000 for future July 4th parades and fireworks shows. 3. Request that the City of Santa Clarita be named as co-sponsor of both the July 4th parade and fireworks show.
