Medina January 9, 1990 GOLDEN VALLEY ROAD IMPROVEMENTS COMMUNITY FACILITIES DISTRICT Public Works The construction of major thoroughfares to improve traffic circulation in the City has been a major Council concern. The Public Works Department has had several meetings with five developers in the vicinity of Golden Valley Road, between the Antelope Valley Freeway and Sierra Highway, to promote full improvements of the road in this area. As a result, the Planning Commission has conditioned at least two developers to construct and connect Golden Valley Road from State Route 14to Sierra Highway as a condition for approval of their developments. These improvements would include • full pavement, curb, gutter, sidewalk, street lights, and appropriate landscaping. A map is attached indicating the location of the developments and the alignment of Golden Valley Road for your reference. The two developers were required to initiate a district to finance not only the improvements adjacent to their tract, but those improvements necessary to connect Golden Valley Road between their developments. Other properties will benefit by the construction of this thoroughfare, and it was anticipated that the formation of the district would be the mechanism to construct and finance the improvements and assess the properties which benefit. The developers have presented their proposal in draft form to the Planning Commission. Staff and the Commission support philosophically. the formation of the district to construct these much needed improvements. It is anticipated that no existing residents will be a part of the proposed district or pay any assessments. It is proposed that a Community Facilities. District be formed. In order to prepare the necessary documents, provide estimates, an engineer's report, necessary maps, and noticing, we have asked that the developers deposit with the City $25,000.00 to cover these initial costs. In the event that the District is formed, these costs would be recovered by the developers as part of the bond proceeds. If the District is not formed, this initial cost is intended to cover the City's expenses. Our engineering consultant, Willdan Associates, has done many assessment districts, including Community Facilities Districts of this type, and is prepared to provide the necessary engineer's report for presentation to the City Council. Since there is no mechanism in the budget to collect these fees, it is necessary for the Council to approve the acceptance of these funds and authorize their use in the preparation of the engineer's report. If during the course of the work it is found that these funds are insufficient to complete' the necessary material, the developers have agreed to fund any deficits which may occur. Once the report is completed the City Council may approve, approve with modifications, or abandon the district. n �y Golden Valley Road Improvements Community Facilities District January 9, 1990 Page 2 RECOMMENDATION 1. The City Council authorize the acceptance of these fees for the preparation of a feasibility study and the necessary documents relative to the formation of a Community Facilities District. 2. Authorize Willdan'Associates to provide the necessary feasibility study and documents after coordination with staff and City Attorney. 3. Direct staff to file with the Council a feasibility study, when completed, and the necessary documents for your consideration. Authorize Willdan Associates to provide the necessary engineer's report. 3. Direct staff to file with the Council a petition for formation of the district and the engineer's report when completed.
