SUBJECT: Housing Assistance Policy
DEPARTMENT: City Manager
BACKGROUND
The Housing Assistance Policy, which has been discussed previously with the, City
Council, is now complete and ready for final review. This policy is designed to
aid the City in recruitment and retention of highly qualified management level
employees and is to include only Department Heads, City Manager, and Assistant
City Manager. This policy is not retroactive.
Items within the.Policy include:
• $50,000 loanedatCity's current rate of interest earned on investments.
• Loan is repaid to City when any one of the following incidents occur:
- Prior residence has not been sold within six months of start date.
- Termination of employment.
- Five years of employment.
• Employee must live within local school district boundaries.
• Upon approval of the City Manager, a one year extension may be granted
to the six month sale of the residence.
This policy will be included within the salary and benefits resolution scheduled
for adoption on June 26, 1990.
RECOMMENDATION
That the City Council direct the City Manager to approve the Housing Assistance
Policy.

To provide for a consistent, uniform method of aiding newly appointed management
personnel in establishing residence in the City of Santa Clarita by making
available a secured loan of City funds to acquire local housing.
II. PROCEDURE
As part of the managerial compensation package for the City manager, department
heads, and Assistant City Manager, residential loans may be secured at an amount
not to exceed $50,000. Such loan shall be entered into through a separate written
agreement executed at or near the time of appointment and shall be reviewed on an
individual basis. This policy is not retroactive.
Further, nothing contained within the Agreement shall be construed to provide a
contract of employment. The City shall continue to maintain sole discretion to
terminate employee's employment at any time pursuant to the City personnel rules
and regulations. The exercise of such authority by the City shall not establish
a cause of action for any money damages due to a loss of the housing assistance
authorized by any housing assistance agreement.
The following provisions shall apply to the loan:
A. The Finance Director shall provide the current interest rate received by the
City on the investment of all funds for the past fiscal year at the time of
signature of the note. This rate shall be adjusted annually by the Finance
Director over the five (5) year period to reflect the prior year average
interest rate actually received by the City.
B. The employee must sell prior residence within six (6) months of receipt of
the loan. A one year extension to this provision may be granted by City Manager.
C. The employee shall acquire a residence within the boundaries of the school
districts.
D. The full term of the loan shall not exceed five (5) years.

E. The employee shall repay the amount of the loan in full should any of the
following conditions occur:
1. The five (5) year term has been reached. j
2. The prior residence has not been sold within six (6) months of receipt of loan-
3. The employee has terminated employment.
F. A one (1) year extension to the five (5) year term of the loan may be provided.
However, this must receive the approval of the City Manager.
G. The City Manager shall approve the negotiated compensation agreement and shall
then be directed to the City Council for final approval. Upon final approval
of the Agreement by the City Council, the loan shall be executed and a copy of
the Agreement shall be certified and maintained by the City Clerk.
Exceptions to this policy are permitted upon the approval of the City Manager.
