Medina DATE: November 13, 1990 SUBJECT: CITIZENS ADVISORY COMMITTEE ON THE INTEGRATED WASTE MANAGEMENT COMMENTS ON DPE R DEPARTMENT: Public Works ¢� The Citizens Advisory Comuiittee on Integrated Waste Management wishes to submit their comments- on the Sanitation Districts' Draft Environmental Impact Report (DPEIR) on the Integrated Solid Waste Management System. The Committee recommends that comments be promptly forwarded to the Sanitation Districts. The Committee will attend the November 15 meeting and will read their comments into public records. RECOMMENDATION Accept and approve the comments and authorize the Committee to make a presentation at the November 15 meeting. JEM:hj:hds APPROVED Agenda item: 0 0 CITY OF SANTA CLARITA CITIZENS' ADVISORY COMMITTEE ON INTEGRATED WASTE MANAGEMENT COMMENTS ON THE INTEGRATED SOLID WASTE MANAGEMENT SYSTEM FOR LOS ANGELES COUNTY The following comments are submitted on behalf of the Citizens Advisory Committee on Waste Management for the City of Santa Clarita: 1. This report is a statement of policy - not an environmental analysis. It masquerades not as an analysis but a mock "grid" of variables that actually are statements of strategy already predetermined by L.A. County Sanitation District and Los Angeles County. 2. The report does not appear to be integrated as its title suggests. The bulk of the report deals with landfills while treating all other issues and solutions superficially at best. Can we expect a more comprehensive report to answer the many issues left unanswered here? An "integrated" waste management system should take all components of a plan (source reduction, transfer station/materials recovery, landfill, recycling, household hazardous waste, composting and rail haul) and implement a strategy for efficiently utilizing these technologies with the. aim of diverting the. waste stream and complying with the provisions of AB 939. Can we expect the sponsoring agencies to assume a.leadership role and provide recommendations on how the "integrated" plan may solve the "disposal crisis?" 3. The environmental analysis contains mandated analysis and conclusions based on approved procedures, technology and mitigation measures. There appears to be an absence of improvements to landfill creation or improvement. Notably absent is: • Critical discussion of 101 alternate sites and elimination process. • Dust control improvements (I-5 and 14 on a windy day). • Calgrove exit with 2,357 trucks and limited upgrading. • Disruption of I-5 slow lanes. • Critical analysis of implementation schedules. • Critical evaluation of waste -to -energy programs. These items need to be discussed in the final EIR. 4. It appears the environmental impact of Towsley and Mission -Rustic -Sullivan are equal with a positive edge to MRS. The shorter distance to travel means less. fuel consumption which translates to less air pollution. If all else is equal, this alone should make MRS the preferred site. An explanation as to why MRS is apparently eliminated from consideration leaving Towsley the only alternative needs to be discussed in the final document. r COMMENTS ON.INTEGRATED SOLID WASTE MANAGEMENT SYSTEM FOR LOS ANGELES COUNTY Page 2 �J a 5. The impact on traffic at Calgrove is greatly underestimated! Based on maximum projected tons per day capacity at Towsley there would be approximately 2,357 trucks per day using this off ramp. The bulk of this traffic would be coming northbound and would effectively block the use of the right northbound lane of I-5 and off ramp availability for local residents and business. An explanation to this .apparent miscalculation needs to be discussed in the final document. 6: McBean Parkway is the only access to Stevenson Ranch, a major residential development. Why is it necessary to cycle over 2,000 more vehicles per day coming from both the north and south through their residential community? 7. Why weren't the landfills in Lancaster and Palmdale noted on figures 1-1 and 1-5? , 8. Natural habitat replacement has shown marginal success at, best due to high attrition rates. Who will guarantee at least a one-to-one replacement survival of similar biota? 9. It has been shown in the past that there is no way of successfully monitoring the disposal of -hazardous waste in access three landfills, i.e., the numerous fines on various companies for the illegal disposal of wastes. How does the sanitation district propose to prevent this from occurring at Towsley Canyon where the watershed feeds .into the Santa Clara River? 10. The Citizens Advisory Committee questions whether the lead enforcement agencies should propose an Integrated Solid Waste Management System for Los Angeles County when it is evident that their performance to manage and project the County's waste disposal needs has been inadequate.
