Harris a DATE: November 27, 1990 SUBJECT: Los Angeles County Santa Clarita Valley General Plan Amendment DEPARTMENT: Community Development Background City staff has been monitoring and commenting upon the County of Los Angeles proposed General Plan Amendment for the Santa Clarita Valley throughout the process. The matter is now before the Board of Supervisors and the public hearing has been closed. The newspapers have been reporting, and staff has received at least partial confirmation that the County is entertaining discussions with certain developers for additional Plan amendment areas. A draft letter to the County Board of Supervisors from the.Mayor (copy attached) has been prepared for Council consideration. We are requesting Council confirmation on the contents of the letter, and any changes that Council deems appropriate, prior to sending. Recommendation That the City Council review and approve the attached letter to the County Board of Supervisors for signature by the Mayor and transmittal to the County. We have further stated that we would be opposed to any additional increases in designa- tions. The newspapers have reported, and we have received at least partial confirmation, that the Board of Supervisors are delaying final action on the Plan Amendment pending negotiations between the County and certain devplopers. The City of Santa Clarita is concerned about the process and potential impact that further additional changes to the Plan would have upon the City of Santa Clarita and the Santa Clarita valley as a whole. The public hearing has been closed and, therefore, the City has no additional formal opportunity to comment on new changes, yet, it appears that there may be discussions occurring directly between the County and certain developers. The City of Santa Clarita requests that we be included and allowed to participate in any discussions which the County may be having with developers relative to further Plan amendments and that the public hearing be reopened and the public given the opportunity to comment on the Plan and any potential changes. Similarly, the environmental Board of Supervisors • November 16, 1990 Page Two record should adequately address any proposed new changes, their impacts and mitigation as well as respond to comments received.
