BACKGROUND:
The County of Los Angeles has a current population of 5,650,370, and a budget of
over six billion dollars. Five supervisors currently service this socially and
economically diverse population through districts which encompass over a million
and a half persons.
Resolution 90-171, prepared for California Contract Cities, expresses Santa
Clarita's concerns regarding the current population and diversity of Los Angeles
County and the need to effectively service the population through more
responsive representation. The Resolution petitions California Contract Cities
to consider various options which would facilitate greater representation in the
County area. Included among the concepts which might result from this
resolution are:
1) Amending the County of Los Angeles Charter to provide for
seven, or nine, rather than five supervisors.
2) Placing the creation of the office of County Mayor on the
ballot for consideration.
3) Dividing the County of Los Angeles into several counties.
RECOMMENDATION:
That the City Council adopt Resolution 90-171 and transmit to California
Contract Cities.

RESOLUTION NO. 90-171
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA
FOR CONTRACT CITIES OF CALIFORNIA REGARDING
THE NEED TO ESTABLISH MEANS FOR GREATER
REPRESENTATION IN LOS ANGELES COUNTY.
WHEREAS, the County of Los Angeles encompasses 4,083 square
miles; and
WHEREAS, the current population of the County of Los Angeles
is 8,650,370, which is larger than the population of 39 states,
thus warranting additional representation; and
WHEREAS, the County of Los Angeles services a socially and
economically diverse population; and
WHEREAS, residents of the County of Los Angeles are lacking
effective means to reach their elected officials; and
WHEREAS, the ability to communicate concerns to elected
officials is essential to the democratic form of government; and
WHEREAS, the County of Los Angeles does not presently. support
the Mira decision which would provide for greater infrastructure -
and educational facilities:
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
CLARITA, CALIFORNIA, DOES RESOLVE as follows: -
That the City of Santa Clarita does hereby petition the
California Contract Cities Association to request that the
California legislature pass enabling legislation allowing a
majority -of cities within the county, through joint resolution, the
option to place Charter Amendments on the ballot in order to
enhance representation throughout the County of Los Angeles.

SUBJECT: Expansion of Supervisorial Districts
The Duarte City Council, at its regular meeting of August 28,
1990, unanimously approved the attached Resolution No. 90-24, as
follows:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DUARTE THAT THE COUNTY OF LOS ANGELES
SUPERVISORIAL DISTRICTS BE EXTENDED FROM FIVE
(5) TO AT LEAST (7) DISTRICTS
The Duarte City Council urges all cities in the Los Angeles
County to adopt a similar resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUARTE THAT THE
COUNTY OF LOS ANGELES SUPERVISORIAL DISTRICTS BE EXTENDED FROM
FIVE (5) TO AT LEAST SEVEN (7) DISTRICTS
WHEREAS, the County of Los Angeles is a County within the
State of California, having a population of over eight (8)
million inhabitants and is ethnically, racially, and culturally
diverse; and
WHEREAS, Los Angeles County is now the most populous county
in the United States, with more people living in it than in 42
states; and
WHEREAS, the County of Los Angeles is a geographically
diverse area including beach front communities, mountain areas,
desert, and inland valleys; and
WHEREAS, the County of Los Angeles is governed by a
political structure which consists of a Board of Supervisors
elected from five supervisorial districts; and
WHEREAS, the nature and extent of the supervisorial
districts, including geographical and political boundaries, as
well as the number of supervisorial districts, has been the topic
of recent court action in the federal district court; and
WHEREAS, the number of supervisors has remained at only five
since 1885, there has been no change in the last 105 years, and
we still have only five supervisors, each trying to represent 1.7
million people; and
WHEREAS, the existence of such massive and highly populated
supervisorial districts is a disservice to the principle of
representative government and creates extreme problems of
accessibility;
NOW, THEREFORE, the City Council of the City'of Duarte, does
resolve as follows:
That the County Board of Supervisors be notified that the
City of Duarte recommends that the County of Los Angeles
Supervisorial Districts be expanded from five (5) to at least
seven (7) Supervisorial Districts, and that the election for said
Districts 'be held in common as to all Districts no later than
November 30, 1991.
