HomeMy WebLinkAbout1990-08-28 - AGENDA REPORTS - LACTC IMPLEMENT CMP (2)CONSENT CALENDAR DATE: August 28, 1990 0 AGENDA REPORT City Manager Approval Item to be presented by;/ John Medina SUBJECT: DESIGNATION OF THE LOS ANGELES COUNTY TRANSPORTATION COMMISSION AS THE LOS ANGELES CONGESTION MANAGEMENT PROGRAM AGENCY FOR LOS ANGELES COUNTY Resolution Number: X90-173 DEPARTMENT: Public Works BACKGROUND Recent legislation (AB -1791) requires the development and implementation of a Congestion Management Program (CMP) in all the State's urbanized counties. The CMP is to be developed as a combined effort of regional and local transportation authorities, the State Department of Transportation, and the Air Quality Management District under the direction of the County Transportation Commission or by another public agency. The designation of the lead agency. is to be determined by resolutions of the County Board of Supervisors and the City Councils of a majority of the cities representing a majority of the population in the incorporated portions of the County. The Los Angeles County Transportation Commission (LACTC) is seeking designation as the lead agency for Los Angeles County. The LACTC is requesting that the Santa Clarita City Council adopt a resolution acknowledging the designation of the LACTC as the Congestion Management Plan Agency for Los Angeles County. It is recommended that the City Council adopt the attached Resolution No. 90-173 acknowledging the designation of the Los Angeles County Transportation Commission as. the Los Angeles Congestion Management Program Agency for Los Angeles County. ATTACHMENTS Resolution No. 90-173 _1'_' pted:4Y Agenda Item: 0 0 RESOLUTION NO. 90-173 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA-CLARITA, CALIFORNIA ACKNOWLEDGING THE DESIGNATION OF THE LOS ANGELES COUNTY TRANSPORTATION COMMISSION AS THE LOS ANGELES CONGESTION MANAGEMENT PROGRAM (CMP) AGENCY FOR LOS ANGELES COUNTY WHEREAS, Government Code Section 56089 requires the development of a Congestion Management Program for Los Angeles County which includes the County and every city in the County; and WHEREAS, Government Code Section 65089 provides that the Congestion Management Plan shall be developed either by the County Transportation Commission, or by another public agency, as designated by the County Board of Supervisors and the City Councils of a majority of the cities representing a majority of the population in the incorporated area of the County; and WHEREAS, the. Los Angeles County Transportation Commission is the appropriate public agency in the County of Los Angeles to be designated under the provisions of Government Code Section.65089; and WHEREAS, the Los Angeles County Transportation Commission by action taken on July 25, 1990 has supported its designation as the Congestion Management Agency. NOW, THEREFORE, the City Council of the City of Santa- Clarita, California, does hereby acknowledge the designation of the Los Angeles County Transportation Commission as the Congestion Management Program (CMP) Agency for Los Angeles County. 1990.
