SUBJECT: LAS MANANITAS DRIVE AT VISTA DELGADO DRIVE/STOP SIGN''
RESOLUTION NO.190-59

BACKGROUND
A traffic engineering survey was conducted to determine the need for stop
controls at Las Mananitas Drive and Vista Delgado Drive. This is a "T"
intersection with no existing controls at this time. The location has
experienced a recent change in traffic flow as a result of the opening of Decoro
Drive to McBean Parkway. It is believed that traffic safety can be improved if
a stop sign were installed for northbound traffic on Las Mananitas Drive at
Vista Delgado Drive. A copy of the Traffic Engineer's report is attached for
your information.
RECOMMENDATION
Adopt Resolution Number 90-59 authorizing stop controls to be installed on Las
Mananitas Drive at Vista Delgado Drive. Direct staff to have the appropriate
sign and pavement legends installed to effect this stop control.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, ESTABLISHING STOP CONTROLS AT THE INTERSECTION OF LAS
MANANITAS DRIVE AND VISTA DELGADO DRIVE
WHEREAS, Section 21355 of the California Vehicle Code grants
authority to local agencies to erect stop signs at or near the entrance to an
intersection; and
WHEREAS, a traffic and engineering study has been conducted at the
intersection of Las Mananitas Drive and Vista Delgado Drive; and
WHEREAS, this study concluded that stop controls would be
appropriate at the intersection.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE AS FOLLOWS:
1. Establish stop controls for northbound traffic on Las Mananitas
Drive at Vista Delgado Drive.
2. Direct staff to post appropriate signs and place appropriate
pavement legends to effect these controls.

SUBJECT: INSTALL STOP CONTROLS/LAS MANANITAS DRIVE AT VISTA DELGADO DRIVE
REQUEST
The City has received several expressions of concern for traffic safety at Las
Mananitas Drive and Vista Delgado Drive. The need for stop controls were
specifically mentioned.
RECOMMENDATIONS
An evaluation of these concerns has been conducted. Based on the results of
this evaluation, the following recommendation is made:
• Establish regulations requiring northbound traffic on Las Mananitas Drive
to stop before entering Vista Delgado Drive. This action would create a
one-way stop at a "T" intersection.
CONDITIONS
Las Mananitas Drive is a north/south residential collector street that
intersects from the south to form as a "T" intersection with Vista Delgado
Drive. The roadway is 36 feet wide with curb and sidewalk on each side. The
street is driven as a single travel lane in each direction. The prima facie
speed limit is 25 m.p.h.
Vista Delgado Drive is an east/west residential collector street with curb and
sidewalk on each side. The roadway is 40 feet wide and driven as two travel
lanes, one in each direction. The prima facie speed limit is 25 m.p.h.
There is a marked yellow crosswalk across the south leg of the intersection.
Slow School Xing pavement legends are in place .in advance of the crosswalk.
This crosswalk serves students attending Santa Clarita Elementary and Arroyo
Junior High Schools.
Attached Exhibit "A" depicts existing and proposed conditions.

DISCUSSION
There are a number of factors which suggest that stop controls would be
beneficial at the intersection. They are:
• The location is the intersection of two residential collector streets.
• Traffic volumes are heavier than normal traffic for a residential
intersection.
• The proposed stop controls would provide a more positive form of
protection for school-age pedestrians that use the crosswalk.
For these reasons, the stop controls are recommended.
