CONSENT CALENDAR

SUBJECT: Lobbyist Services

BACKGROUND
On September 25, 1990, the City terminated its contract with the Capital
Representation Group for lobbyist services.
This item'is now on the agenda for consideration of the present alternatives for
such services.
The following alternatives are presently available to the City:
1). Retain Jerry Patterson, Esq., of Burke Williams Sorensen, on an hourly
basis to aid in activities at the federal level and the Elsmere Canyon
Issue'.
2). Solicit proposals from firms for lobbyist services.
3). Hire inter -governmental relations officer as -part of staff.
RECOMMENDATION
That the City Council discuss and provide direction to staff.

ALTERNATIVE #2 - Solicit proposals from variety of firms

1. Comprehensive monitoring program in placein most firms
2. Typically well known and accepted in both Sacramento and
Washington
3. Proven track record

1. Time is distributed among many clients
2. Set rate of $2500 Per month and expenses regardless of
activity.
ALTERNATIVE #3 - Hire IGR officer as part of in house staff
