Medina BACKGROUND ' A request was made to review the operation of traffic at the intersection of Lyons Avenue and Apple Street. Specifically, it was noted that the access driveways to a recently developed mini -mall, on the southeast corner, may cause delay to traffic within the intersection. There are two access driveways to the mini -mall. One is located on the south side of Lyons Avenue, approximately 150 feet east of Apple Street; and the other is on the east side of Apple Street at the beginning of the curb return (BCR) south of Lyons Avenue. Both driveways allow both entering and exiting vehicles. The driveway on Lyons Avenue is restricted to right turns only because of a raised median separating eastbound and westbound traffic. Left or right turns are allowed entering or exiting the driveway on Apple Street. Staff observed that traffic queues on northbound Apple Street sometimes block access to the mini -mall driveway for southbound traffic. These vehicles wishing to enter the mini -mall from southbound Apple Street either wait for the queues to clear or continue south on Apple Street, make a U-turn, and then enter the driveway with a right turn movement. While the 20 space parking -area does not generate a large volume of traffic, those southbound left turns tend to create a small "grid -lock" by preventing other southbound drivers from continuing south on Apple Street. The reported and observed congestion is the direct result of southbound entry into the Apple Street driveway. Restriping the street and regulatory signing, "No Left Turn" for southbound traffic on Apple Street at the driveway is recommended. Access to the shopping center can be obtained by a right turn into the Lyons Avenue driveway. Eastbound traffic on Lyons Avenue can make a direct turn while westbound traffic can make a "U" turn prior to the right turn. Regulatory signing, "Right Turn Only" is also recommended to reinforce provisions of the recommended striping. Each of the businesses potentially impacted by this action have been notified of the recommendation and invited to attend tonight's Council meeting to participate in the discussion. �qD l/ �I e Agenda item. Page 2 RECOMMENDATION 0 Adopt the attached resolution prohibiting southbound traffic on Apple Street from making a left turn into the first driveway south of Lyons Avenue. ATTACHMENTS Resolution No. 90-31 Exhibit A RESOLUTION NO. 90-31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA CALIFORNIA, PROHIBITING SOUTHBOUND TRAFFIC ON APPLE STREET FROM TURNING LEFT AT THE FIRST DRIVEWAY SOUTH OF LYONS AVENUE WHEREAS, Section 22113 of the California Vehicle Code allows local authorities to prohibit the making of turning movements by any vehicle at any intersection or between any designated intersections; and WHEREAS, left turning vehicles from the southbound direction on Apple Street into the first driveway south of Lyons Avenue are causing congestion in the signalized intersection of Apple Street and Lyons Avenue; and WHEREAS, the prohibition of these turns would help alleviate this reported and observed congestion; and WHEREAS, ample opportunity exists with the other driveway serving the site to access the commercial development at NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, DOES HEREBY RESOLVE: Section 1. Southbound traffic on Apple Street shall be prohibited from turning left at the first driveway south of Lyons Avenue; serving the commercial development at Lyons Avenue and Apple Street. Section 2. Westbound traffic exiting the driveway at Lyons Avenue and Apple Street shall be required to turn right onto Apple Street. PASSED, APPROVED, and ADOPTED this day of , 1990.
