BACKGROUND

The City has received expressions of concern for traffic safety in the vicinity
of Lyons Avenue and Orchard Village Road. A traffic engineering study has been
conducted. Based on the results of these studies, it is believed that traffic
flow and safety can be enhanced with the following improvements:
1. Prohibit parking and install a right -turn -only lane on Lyons Avenue for
westbound traffic approaching Orchard Village Road. See attached Exhibit
"A "
2. Prohibit parking and install a right -turn -only lane on Orchard Village Road
for southbound traffic approaching Lyons Avenue. See attached Exhibit "B."
3. Prohibit parking along the west side of Orchard Village Road north of Lyons
Avenue to improve sight clearance at driveways. See attached Exhibit "B."
A copy of the Traffic Engineer's report is attached for your information.
RECOMMENDATION
Adopt Resolution No. 90-109 and direct staff to implement appropriate measures
to effect the proposed projects.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
PROHIBITING THE STOPPING OR
STANDING OF VEHICLES ON LYONS AVENUE AND
ORCHARD VILLAGE ROAD IN THE CITY OF SANTA CLARITA
WHEREAS, modification of existing roadway markings to, provide a
right -tum -only lane requires prohibiting stopping for vehicles on certain
portions of Lyons Avenue and Orchard Village Road; and
WHEREAS, a request was made to prohibit parking near the entrance/exit
driveways to an established development on Orchard Village Road; and
WHEREAS, it is consistent with normal traffic engineering practices to
establish clearance zones for visibility and maneuverability at certain
driveways; and
WHEREAS, Section 22507 of the Vehicle Code of the State of California
provides for local authorities to prohibit stopping or standing of vehicles on
certain streets, or highways, or portions thereof, during all or certain hours
of the day.
NOW, THEREFORE, BE IT RESOLVED. that the City does hereby resolve as
follows:
Section 1. That the stopping or standing of vehicles on the following
streets, or highways, or portions thereof, shall be prohibited during all hours
of every day:
(1) Lyons Avenue, on the north side, from Orchard Village Road to 220
feet east of Orchard Village Road.
(2) Orchard Village Road, on the west side, from Lyons Avenue to 1,100
feet north of Lyons Avenue
Section 2. That the prohibition of stopping, parking or standing of
vehicles as provided herein shall apply when appropriate curb markings or signs
giving adequate notice thereof have been placed as described in Section 1.
Section 3. That staff shall install the necessary curb markings or
signs to effect this Resolution.

SUBJECT: PARKING PROHIBITIONS/RIGHT TURN ONLY LANES/LYONS AVENUE AND
ORCHARD VILLAGE ROAD
REQUEST
The City has received expressions of concern regarding traffic and safety
conditions at Orchard Village Road north of Lyons Avenue and Lyons Avenue
east of Orchard Village Road.
An evaluation of traffic and parking conditions has been conducted.
Based on the results of this evaluation, the following improvements are
recommended:
1. Establish parking regulations and install right -turn -only lanes
on Orchard Village Road and Lyons Avenue as shown on Exhibits
"A" and "B".
The estimated cost is $1,500.00.
CONDITIONS
Orchard Village Road is a major arterial highway running in a north/south
direction between McBean Parkway and Lyons Avenue. The street is divided
into two 32 foot roadways by a wide raised median. Each roadway is
marked for two lanes of travel. Parking is permitted on both sides of
the street. The speed limit is posted at 40 mph.
A large shopping center is located at the northwest corner of Lyons
Avenue and Orchard Village Road. There are three driveways situated
along the west side of Orchard Village Road north of Lyons Avenue. The
most northerly driveway provides access to a church parking lot. The
remaining drives provide access to the shopping center. See Exhibit "A."
Lyons Avenue is an 84 foot wide major arterial highway running in an
east -west direction through the westerly portion of the City. The street
is divided into two 35 foot roadways by a 14 foot wide raised median.
Each roadway is marked for two lanes of travel. Parking is generally
permitted on both sides of the street. The speed limit is posted at
35 mph. Abutting property is developed commercially.

The latest 24 hour counts were taken in March 1989. These counts showed
a daily volume of approximately 8,600 vehicles on Orchard Village Road
and 32,000 vehicles on Lyons Avenue.
These concerns were initiated by adjacent businesses and citizens
regarding traffic safety. Our evaluations determined that traffic flow
and safety could be enhanced, if drivers were allowed to decelerate apart
from the through travel lane while making a right turn.
In order to provide these right -turn -only. lanes, it will be.necessary to
establish parking restrictions as follows:
1. Lyons Avenue, on the north side, from Orchard Village Road to
220 feet each of Orchard Village Road.
This area is directly adjacent to a fenced electrical utility
right-of-way. Eighty-seven feet of the existing curb is already
regulated by red curb markings.
2. Orchard Village Road, on the west side, from Lyons Avenue to
1,100 feet north of Lyons Avenue.
This area is directly adjacent to the shopping center and church
properties. The parking prohibitions along this area are necessary. to
install the proposed right -tum -only lane and enhance visibility at the
shopping center and church driveways where large trucks are frequently
parked.
With the exception of the large trucks, observations have disclosed that
motorists seldom park in this area. There appears to be off-street
parking facilities in the immediate area, sufficient to accommodate any
motor vehicles displaced by the recommended parking prohibitions.
